Job Description

Overview
The SMS Manager oversees PAC's Safety Management System, ensuring compliance with ICAO Annex 19, and industry best practices. This role integrates safety into all operational and maintenance activities, conducts root cause investigations using methodologies such as FAIR and MEDA, and fosters a Just Culture environment. The SMS Manager functions as an independent body to review, evaluate, and improve safety across the organization, supporting PAC's commitment to world-class VVIP aviation operations.



SMS Management

Develop, implement, and maintain PAC's SMS in compliance with PAC standards, ICAO Annex 19 and aviation industry best practices. Monitor and evaluate SMS performance, ensuring it meets regulatory and customer requirements. Establish Safety Performance Indicators (SPIs) and Safety Performance Targets (SPTs) to measure and trend safety outcomes. Conduct periodic SMS audits to ensure effectiveness and alignment with organizational objectives.


Incident Investigation & Reporting

Serve as the lead investigator for aviation maintenance and flight-related incidents. Apply FAIR and MEDA methodologies to analyse events, determine root causes, and recommend systematic corrective actions and/or opportunities for improvement. Maintain a centralized database for incident reports and corrective actions, ensuring traceability and closure. Coordinate with Platform specific Compliance Monitoring teams to track trends and identify systemic issues. Coordinate with auditing team to track corrective actions as they related to Human Factors and SMS improvement.


Risk Management and Hazard Identification

Perform risk assessments and develop mitigation plans to address safety hazards. Maintain an SMS Risk Register for maintenance activities, aligning with SMS and EHSMS parameters. Monitor potential risks arising from operational changes or increased activity and recommend preventive measures.

Just Culture and Safety Advocacy

Promote a Just Culture within PAC, ensuring transparent reporting and accountability. Develop safety awareness programs to engage employees and foster a proactive safety culture. Communicate safety issues and lessons learned across all levels of the organization.

Compliance Related

Ensure SMS aligns with international aviation standards and PAC's internal policies. Collaborate with Quality, Compliance, Maintenance and Operations teams to integrate safety into daily operations. Support regulatory inspections and external audits, acting as PAC's safety representative.

Training and Development

Conduct training sessions on SMS, Human Factors, and safety investigation methodologies. Mentor subordinates and other staff members to enhance their understanding of
safety principles.




Analytics and Continuous Improvement

Use data analytics to identify trends, evaluate risks, and measure the effectiveness of safety initiatives. Lead continuous improvement projects to enhance safety processes and mitigate risks. Regularly review SMS data to ensure alignment with PAC's strategic objectives.

Policy and Procedures Development

Develop and update safety policies, procedures, and guidelines to reflect evolving industry standards. Ensure all safety documentation complies with regulatory requirements and is accessible to staff.


Reports

Prepare and present safety reports, dashboards, and recommendations to PAC leadership. Participate in management reviews to provide insights on safety performance and strategic priorities. Prepare Incident Investigation reports and metrics date to leadership.


Policy and Collaboration

Ensure audit processes align with PAC's quality objectives. Work closely with other departments to address findings.


Regulatory Engagement

Support regulatory audits and inspections. Act as PAC's liaison during external audits.

Qualification
Minimum Qualification: Bachelor's Degree in Aviation Management, Aerospace

Engineering, Safety or Quality Management or related field.



Strong leadership, analytical, detailed oriented, and problem-solving skills within

aviation related scope.



Human Factors Training Certification (within last 2 years) is required.



Approved SMS certification highly desirable.



Certification in Investigation methods is highly desirable.


Experience
10-12 years of experience in aviation or aerospace organization with 5-7 years in

safety management leadership roles. Rotary Wing Aviation experience is a plus.



Advanced demonstrated proficiency in in aviation safety, SMS and risk management

methodology.



Expert knowledge in SMS and various root cause analysis methodologies.



Experience with FAiR/MEDA is desirable.



Advanced experience developing and stewarding a "just culture" in Aviation.



Expertise interpreting and utilizing aerospace regulatory environment (e.g. FAA,

EASA, ICAO etc.)



Military related Safety role is a plus.



Experience in Quality is also desirable.



Pilot experience is a plus.
