Job Description

The purpose of this position is to lead, plan and monitor the engineering and maintenance teams to provide comprehensive engineering and maintenance services covering Automatic Train Control (ATC) system for Dubai Metro.

MAIN RESPONSIBILITIES

Assist the System Engineering Manager in maintenance budgeting allocating resources to all aspects of maintenance activities within automatic train control system covering System Management Centre, Vehicle Control Centre, central control (vital and non-vital), vehicle onboard equipment and lineside equipment. Manage the ATC team and all aspects of engineering and maintenance activities pertaining to the automatic train control system including software configuration management and technical support. Ensure all levels of preventive and corrective maintenance activities pertaining to ATC system. Provide suggestions to improve the existing system performance including appropriate modifications, new works planning and implementation. Provide support, guidance and system assurance on the engineering and maintenance works of ATC system and related infrastructure within the Engineering & Maintenance Department and to the wider O&M organisation. Assist the System Engineering Manager in designing and developing engineering and maintenance plans, procedures and instructions for ATC system. Provide training, support, guidance and system assurance on the engineering and maintenance of automatic train control system within the Engineering & Maintenance Department and to the wider O&M organisation. Carry out 24-hour on-call responsibility for incidents and emergency within its section. Within own area of expertise:
+ Provide advice, expertise and technical support for line managers.
+ Consult and coordinate with other Professional Heads to ensure that cross discipline impacts are properly addressed.
+ Act as the point of contract for external parties, such as professional bodies and industry groups.
+ Monitor and review relevant external standards and emerging best practices.
Perform and carry out duties as instructed/ directed by the Systems Engineering Manager and the Engineering and Maintenance Director. Technical, Financial and People Accountabilities:

Meeting the Key Performance Indicators according to the targets agreed with the Systems Engineering Manager.

Manage the ATC system maintenance to ensure outputs are delivered to an appropriate standard on time and within the agreed maintenance budget.

KNOWLEDGE REQUIRED

Knowledge of signalling principles, fixed block and moving block signalling systems, software based interlocking devices, central, on-board and wayside signalling equipment, is required.

KEY SKILLS

Must have good eyesight and normal colour vision. Skilled manager in communicating, motivating, developing and performance managing staff. Highly motivated and flexibility to work in a time-sensitive environment to respond quickly andeffectively to unanticipated high workloads, events and emergencies. Ability to think laterally and analyse and assess a range of information. Ability to multi-task and analyse situations promptly and without bias so as to determine the proper course of action or alternatives without jeopardising human safety, quality and the committed performance targets. Thorough understanding of all aspects of safety issues related to railway operations. Hold a valid UAE driving license with good driving skills and experience.

EXPERIENCE

Relevant work experience in the design, installation, testing and commissioning, and maintenance of signalling and automatic train control system is highly preferable. Relevant management experience with the ability to manage an ATC maintenance team with an aim to minimise the equipment and system down time and asset life. Experience in maintenance planning, preparing maintenance budget, maintenance plans, procedures, instructions, technical specifications, safety and quality plans and procedures as required.

EDUCATIONAL QUALIFCATION

Ideally a degree holder or high diploma in electrical, electronic or mechanical engineering discipline or equivalent. Professionally qualified with membership of a recognised engineering institution. * IRSE license and certification to work on railway signalling equipment is highly preferred.
