Role Responsibilities

This opportunity is for an Associate Director, Policy Analysis, Group Public & Reg Affairs (GPRA) based in Dubai.

GPRA sits within Conduct, Financial Crime & Compliance (CFCC), whose vision is: Partnering to drive the right outcomes for clients and communities.

GPRA works with internal and external stakeholders to drive the alignment of the Bank's strategy and global public policy, regulatory and supervisory objectives. We are organised into four teams:

  • Policy Analysis: Identifies, analyses and helps position around developing policy change.
  • Regulatory Affairs: Design, implements, and manages the Bank's strategic engagement with regulatory policy makers and related external stakeholders.
  • Government Affairs: Designs, implements, and manages the Bank's strategic engagement with policymakers and other external stakeholders.
  • Regulatory Liaison: The Bank's key intermediary to facilitate effective supervisory engagement.
Job Purpose

You will collaborate with colleagues across the Bank to support our strategic direction and growth aspirations. You will do this by tracking local public policy and regulatory developments that may impact the bank, as well as inputting to identification and management of global public policy and regulatory policy themes.

Roles & Responsibilities
  • Track / monitor key political, policy and regulatory developments emanating from the Africa and Middle East (AME) region, with a view to informing the strategic prioritisation and assessment of policy issues.
  • Provide analytical reporting and insights on political, policy and regulatory developments across the AME region in partnership with, and in support of, the GPRA teams: Regulatory Affairs; Group Regulatory Liaison and Government Affairs.
  • Provide internal stakeholders with timely and relevant information to enable the creation of policy positions in response to key emerging trends and policy/regulatory issues.
  • Work closely with local colleagues, business units and related support functions, including Corporate Affairs and Brand and Marketing, to ensure the consistency of the bank's public messaging with respect to policy and regulatory trends.
  • Develop relationships with and support representation of Group Public and Regulatory Affairs and/or Bank at industry associations and other trade bodies on or impacting key policy/regulatory issues.
Strategy
  • Work in partnership with local colleagues and the Group to prioritise the assessment of policy themes in support of our strategy: delivering our network; grow our affluent businesses; optimise low-returning markets; improve productivity; and transform and disrupt with digital.
  • Support global and regional initiatives on trade and market access and new business opportunities.
  • Develop detailed understanding of wider and evolving policy, regulatory, business and economic environments in which the Bank operates in order to provide advice and guidance to key stakeholders.
Regulatory & Business Conduct
  • Display exemplary conduct and live by the Group's Values and Code of Conduct.
  • Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.
  • Support Policy Analysis and Regulatory Affairs to achieve the outcomes set out in the Bank's Conduct Principles.
  • Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters.

People and Talent
  • Promote the culture and practice of compliance with compliance standards (including conducting business within regulatory requirements, and to high ethical standards) within the Bank and embed a 'Here for good' culture and the Group Code of Conduct.
  • Ability to think outside the box and inspire colleagues to collaborate across GPRA and the broader Bank and deliver on a common purpose.
  • Identify opportunities for the team to use technology to improve its analytical capabilities and develop new communication formats.
Our Ideal Candidate
  • Over five years' experience of regulatory issues in either an international bank, a regulatory body, consultancy or law firm;
  • Analytical or policy background preferable;
  • Strong ability to deploy skills into unfamiliar areas of regulation and get up to speed quickly;
  • Demonstrable ability to work collaboratively with colleagues across multiple teams and jurisdictions to achieve results;
  • Operate effectively with limited supervision and self-driven;
  • Excellent writing, presenting, and briefing skills required;
  • Ability to engage with senior internal and external stakeholders effectively;
  • Language skills relevant to the Bank's operating markets is desirable
