This position is for the APS 5 location who requires logistics support services, including maintenance, supply, transportation, shipboard Care of Supplies in Storage (COSIS), and deployment/handoff support for the Army Prepositioned Stock (APS). The location is on the Charleston Naval Weapons Station. The position will establish and implement an ISO 9001 compliant quality program. Manage ongoing operational effectiveness; coordinates operations with other groups, personnel and internal client; direct operational planning and ensures the availability of skilled personnel and resources as needed to execute required services in an effective, efficient and timely manner. Manage a project quality organization, establishment, and implementation of a multi-discipline quality program. Effectively interpret multi-discipline engineering and quality requirements and provide technical guidance for inspection, testing, and quality services activities under an ISO 9001 compliant program. Lead and perform audits in accordance with ISO 9001. Supervise Quality personnel who perform audits, inspections, surveillances and/or testing activities in accordance with the project quality program. Provide training to site personnel regarding the implementation of the ISO 9001 quality program.

Basic Job Requirements The QM will operate independently from the local management and will maintain a direct line of communication with the Fluor Quality Director. The QM is responsible for all aspects of the ISO 9001 compliance and the establishment of internal processes/controls. Candidate must possess the knowledge to maintain a quality management system in accordance with the applicable ISO Standards and perform audits on the quality program. Additionally, candidate must possess broad knowledge of Army logistical functions and the ability to analyze, develop, evaluate, advise or promote improvements in logistical programs. Must have the ability to: establish program objectives or performance goals and assess progress; establish operational metrics/key indicators for process control and on-going quality process improvements; conduct root cause/corrective action analysis.

Other Job Requirements . U.S. Citizenship and SECRET security clearance . Five years' experience performing quality control . Three years' experience in administrative, professional, analytical, or other work related to the International Organization for Standard (ISO) ((9001)(14001)) programs or operations

Bachelor's degree in related field, or an equivalent combination of education and experience, and 5 years directly related experience, including 3 years in a supervisory role is required. Lead Auditor in accordance with ISO 9001 or equivalent is required.
