the Employee is required to perform the following duties and undertake the following responsibilities in a professional manner:
a. To lead and manage the complete lifecycle of an airport construction project, covering all phases from initial earthworks through to final completion and handover.
b. To ensure the timely delivery of all civil, structural, architectural, and systems works, while upholding the highest standards in safety, quality, cost control, and compliance with international aviation regulations.
c. Develop and implement the overall project execution strategy in line with the approved budget, schedule, and design.
d. Review and validate design and construction methodologies for all components: runway systems, buildings, airside and landside infrastructure.
e. Supervise and coordinate the execution of: Earthworks, including cut-and-fill operations, grading, and compaction to required standards. Prepare and maintain daily test reports, material quality records, and final test summaries. Underground Infrastructure: including culverts, drainage, and utility tunnels. Airside Works: runway, taxiway, apron pavement construction, lighting, and markings as per ICAO/FAA/EASA standards. Landside Works: internal road networks, perimeter fencing, and patrol roads. Vertical Structures: such as Passenger Terminal Building, Control Tower, Cargo Facility, Fuel Farm, GSE Maintenance Building, Airport Rescue & Fire Fighting Station (ARFF), General Aviation Facility, and other support buildings.
f. Review contractor method statements and ITPs for compliance with technical standards and specifications. Ensure all construction adheres to: ICAO standards and recommended practices (SARPs), IATA design manuals. Report any safety concerns or incidents promptly to the appropriate personnel. Local building codes and environmental regulations, and safety codes for ARFF, Fuel Farms, and Control Towers
g. Interface with airport consultants, aviation authorities, and regulatory agencies for inspections, audits, and approvals
h. Monitor budget utilization, ensure cost-efficient delivery without compromising on quality or scope
i. Track the project timeline using scheduling tools (e.g., Primavera P6), identify delays, and take corrective measures
j. Oversee quality control and assurance programs across all workstreams.
k. Implement and enforce HSE plans in accordance with international and local standards.
l. Promote a culture of safety among contractors and workers on-site.
m. Ensure emergency preparedness systems are established, especially for fuel farm and ARFF works.
n. Act as the central point of contact for all project stakeholders, including government authorities, contractors, and community representatives.
o. Facilitate coordination between design and execution teams to ensure clarity and minimize variations or delays
p. Report progress, risks, and mitigation plans regularly to senior management
q. Oversee testing and commissioning of all airport systems, including MEP systems in the terminal and other buildings. ATC systems in the Control Tower. Fuel farm systems. Emergency response systems (ARFF)
r. Coordinate final inspections, as-built documentation, and training for operator staff
s. Ensure smooth handover and close-out of the project with minimal defects
