POSITION DESCRIPTION: PMCG is seeking is looking for an Accounting Technician with hands-on work experience of accounting in USAID. The incumbent will assist in the accounting and financial reporting for the Middle East Regional Platform (MERP) and Office of Support Operations (OSO) Operational expenses funds (OE), recording accounting transactions in Phoenix, maintaining the integrity of the automated accounting system and preparation of financial reports for Senior Accountant and Controllers’ review. USAID experience is required. Familiarity with the Middle East development operating context and experience working on/for Libya preferred. PERIOD OF PERFORMANCE: 6 Months. Sep 1, 2022 This is a Consultant Services Agreement full-time position for an initial six months starting o/around September 01, 2022 with the option of extending the position for up to an additional 6 months DUTY STATION: Remote with On-Site or In-Country support as needed. TRAVEL REQUIREMENT: TDY Trips (base period): 1 trip to Frankfurt if/as needed

System Requirements: Phoenix, GLAAS, E2, AIDNET, ASIST and ARIBA Visa/Work Permit Requirements: Visa may be needed for travel. MAJOR DUTIES AND RESPONSIBILITIES 1. Accounting, reporting and analysis. Reviews and analyzes various commitment, obligation, and disbursement documents such as personnel actions, purchase orders, miscellaneous obligating documents, memorandums of understanding, travel authorizations, leases, applications for allowances, etc. Provides the initial Financial Management Office review and recommendations for commitment (Funds Available) to the Senior Accountant with amounts allowed and/or available in the accounting system and in line with budget priorities. Assigns an object class code (EOCC) to all obligating documents. Establishes and maintains control sheets for the Mission’s various Miscellaneous Obligation Documents (MOD) to account for commitments made under these obligations. Conducts quarterly reviews of unliquidated obligations (Section 1311 review) and takes appropriate action to de-obligate funds no longer required. Monitor status of expired obligations and obligations nearing expiration. Executes the de-obligation of funds. Prepares and posts quarterly estimates of accrued expenditure. Prepares and posts upward and downward adjustments, as necessary to accommodate exchange rate fluctuations. Assists on the quarterly data call report to USAID/Washington. Establishes and maintains supporting records and documentation to support each accounting entry in the Phoenix financial system and the Agency Secure Image and Storage Tracking System (ASIST). 2. Budget Formulation and Analysis Monitors execution of the annual OE budget, notifying the Senior Accountant and the Controller and other offices of budgetary constraints, and proposes solutions/adjustments based on mid-year and ongoing reviews. Incorporates changes of the planned budget and quarterly spend plans to meet new or modified assumptions throughout the year. 3. Support to other Offices/Mission Coordinates with the Executive Office (EXO) during the Purchase Order/contract closeout process. Advises EXO on the preparation and maintenance of budget requests and supporting documentation. Assists EXO staff in the preparation of quarterly estimates of accrued expenditures for operating expense records, including documentation requirements. Liaises with Washington and other USAID missions regarding cost-sharing for USDH transfers. 4. Other Duties as assigned In coordination with the Senior Accountant, documents policies and procedures governing the accounting function of the Financial Management Office. Considers areas of possible enhancement of accounting operations and recommends improvements in efficiency and internal control. Also helps to calculate and verify the allowances and entitlements for local and offshore USPSC and TCN employees. Serves as the backup to the Senior Accountant during her/his absence. Performs other miscellaneous duties as assigned by the Controller, Deputy Controllers and/or Senior Accountant. Key Position Requirement:
  • An Advanced degree in a relevant field.
  • USAID security clearance
  • Relevant experience in economic growth activities.
  • Experience working with USAID and managing USAID activities.
  • AOR/COR experience is a plus.
