Key Responsibilities

• Lead infrastructure design development and oversee design services provided by internal teams and external consultants
• Ensure consistency in design outputs, adherence to design criteria, and compliance with required standards
• Manage scope development, tendering processes, and procurement of design consultants and third-party reviewers
• Develop engineering scopes, reports, budgets, schedules, and monitor delivery to ensure targets are met
• Perform engineering computations, estimates, surveys, material takeoffs, and prepare requisitions
• Lead value engineering workshops, constructability reviews, and ensure timely submission of design deliverables
• Maintain updated knowledge of specifications, drawings, general contracts, and schedules
• Review and respond to RFIs, support change order reviews, and coordinate technical clarifications
• Ensure design work is comprehensive and aligned with installation requirements and authority regulations
• Provide technical support and design review services to ensure quality implementation
• Support Infrastructure Director with tasks related to infrastructure components of projects
• Identify and document scope changes, monitor productivity, and manage technical personnel assignments
• Coordinate interdisciplinary teams and support planning and supervision of technical and administrative project functions
• Ensure client criteria are met across all engineering disciplines and expedite action items from meetings
• Prepare technical reports and documentation and act as deputy to the Project Manager when required
• Manage distribution of technical and contractual information to project teams

Ideal Profile

• Bachelor's degree in civil engineering from a recognized institution
• Minimum 15 years of field engineering experience, including at least 5 years in the Middle East
• Strong background in master planning and infrastructure project delivery
• Proven ability to lead wet utilities designs including potable water, firefighting, and irrigation networks
• Strong understanding of authority regulations (DEWA, DM, ADDC, ADSSC, DCD, ADCD, etc.)
• Experience with hydraulic design for pump stations and utility corridor cross-sections
• Knowledge of British, American, and Gulf-region codes and design practices
• Supervisory experience with engineering and technical support personnel
• Excellent written and spoken communication skills
• Ability to select and apply engineering software relevant to project needs
