ManTech is seeking an Waterfront Project Manager in Bahrain. The Surface Maintenance Engineering Planning Program (SURFMEPP) maintains, monitors, and refines Class-wide and Individual-Ship Maintenance Plans for all non-nuclear surface ships to ensure material readiness for the projected service life, develop life-cycle strategies to address system upgrades, and fully implement the Class Maintenance Plan into each surface ship's maintenance schedule and availability planning process. SURFMEPP is headquartered at the Norfolk Naval Shipyard in Portsmouth, VA.

Job Responsibilities:

The Senior Waterfront Detachment Engineer provides on-site support (physical presence) in all Fleet Concentration Areas (FCA) to maintain relationships and communications pipelines with Regional Maintenance Center (RMC), Type Commander (TYCOM), Fleet and numbered fleet commander staff in each FCA. Review / verify status of accomplishment of maintenance actions by visiting work sites and maintaining visibility of work candidates in VSB, NMD, TAAS, and other applicable databases. Conduct ship visits to assess, evaluate, and monitor key platform and system condition and maintenance issues. Manage BAWP for assigned surface ships throughout the recurring deployment, repair, and training cycles by utilizing Maintenance and Material Management (3-M) database, Maintenance and Ship Work Planning (M&SWP) database, NAVSEA Data Environment (NDE), Navy Maintenance Database (NMD), Advanced Industrial Management (AIM), Technical Assistance and Assessment Scheduling (TAAS) database, Validation, Screening and Brokering (VSB), and/or other website/databases as needed. Track Mandatory Technical Requirements (MTR) from the pre-push review from M&SWP, to the CSMP shore file in VSB, all the way to execution via TAAS, NMD, AIM, and through to closeout in VSB. Plan, organize and conduct the Life Cycle Planning Conference (LCPC) and CSMP/DFS Mid-Cycle Review Conference, Closeout meeting and other meetings as needed. Attend and assist with off ship maintenance team meetings such as PB4M, CNO Availability Planning, and TSRA to enhance tracking the life cycle health of each surface ship.

A highly qualified candidate will: - Possess excellent communication skills; to include proficiency in MS Office, Word, Excel, Access and PowerPoint - Detailed understanding of Navy protocol and procedures as it relates to interacting with Senior Civilian or Naval Officers - Experience in developing detailed briefings, strategy papers or articles related to maintenance or modernization of US Navy ships - Understanding of Navy Correspondence Manual and other governing documents related to Navy Correspondence - Understanding of Navy terminology and maintenance fundamentals related to the husbanding of ships throughout a maintenance cycle.

**Desired/Preferred Experience:**

+ Preferred experience includes management or supervisory roles at a Supervisor of Shipbuilding, Repair, and Conversion command, Regional Maintenance Center, U.S. Navy Central Planning Activity, U.S. Navy Planning Yard Activity, or a Planning for Engineering and Repair Activity.

+ Experience as a Naval Supervising Authority Project Manager or a U.S. Navy Port Engineer is also preferred.

+ Experience working in an overseas location

+ High quality English, oral, written, and senior briefing skills.

+ Expert knowledge of working with databases

+ Expert knowledge of the Navy 3M system

+ Expert familiarization with MS Project

+ Expert skills with Navy Maintenance databases (VSB, NMD, 3-M, M&SWP, NDE)

+ Expert interpersonal, problem-solving, analytical, mathematical, and organizational skills

Required Education/Experience:

+ Bachelor of Science or Arts degree

+ Minimum of five years of experience in U.S. Navy ship depot level maintenance planning functions or seven to nine years progressive direct experience related to U.S. Navy surface ship operations or maintenance planning and execution.

+ DoD Secret Clearance

+ Must be a self-starter, plus possess demonstrated ability to work independently and direct a high performing product team.

+ Possess expert communication skills and expert proficiency in MS Word, Excel and PowerPoint

+ Ability to provide direction is a must.
