The job manages governance, risk and control-related tasks in addition to Admin related tasks for all Group Finance functions. This is done by ensuring that: * All relevant policies and SOPs are established/properly updated to support a robust governance and control framework across GF and the Group;
  • The annual GF Risk and Control Self-Assessment (RCSA), other GORM processes and Business Continuity Plan (BCP) exercises are properly managed and undertaken for all GF functions;
  • All internal audit issues for GF functions are properly managed to ensure adequate resolution/closure/implementation of the recommended action plan;
  • Managing the daily control and monitoring activities, to support a robust control environment and complement the monthly AOV exercise, to ensure issues are highlighted in a timely manner to the relevant financial controllers/teams, as appropriate.; and
  • Managing and ensuring all GFC Admin related issues are promptly addressed - DOA Governance, premises and logistics, special police permission for GF staff and external audit teams, coordination and closure of HR specific assigned tasks.
KEY ACCOUNTABILITIES:

Generic Accountability
  • Management of the governance framework for GF, which includes establishing/updating GF policies and SOPs to support a robust control framework across GF and the FAB Group.
  • Management of the group-wide control and governance reviews and daily monitoring activities undertaken by the team for specific group-wide GLs/transactions, through review of daily reports and independent testing of key controls across the Group (various Lines of Business and Legal Entities within the UAE and in international locations).
  • Action as the primary GF Single Point of Contact for Group Operational Risk Management team, for driving the Risk and Control Self-Assessment exercise for all GF functions, to identify all potential risks and controls that should be in place, and overseeing the assessment of the current control processes, enabling the identification of opportunities for enhancements and standardization with other units across the Group, and driving more efficiencies and adoption of best practices.
  • Management of all internal audit issues for GF: following up with respective functions within GF and ensuring implementation of relevant recommendations proposed by audit and closure of these issues.
  • Provide guidance and support to GF functions in deploying the governance agenda for any new control-related initiatives, specifically related to strategic governance and control-related projects, efficiencies and improvements, process re-engineering, and resolving control issues.
  • Manage and control all the GF Admin related matters promptly to ensure smooth and convenient workflow.
  • Managing the GF Governance, Controls and Risk team, in addition to coaching and training junior team members about finance governance-related matters and controls activities and sharing knowledge with the wider GFC team with the aim to improve the overall control environment.
Specific Accountability
  • Overseeing the deployment of GF governance agenda and any new control-related initiatives and assisting in developing a strong governance and control culture across Group Finance.
  • Manage the process for coordinating, monitoring and actively following up on the remediation of all open audit issues across GF, self-identified control weaknesses, and operational risk items, and ensuring the same is properly reported to Head of Group Financial Control and relevant senior members of the wider GF team.
  • Identify trends in issues highlighted and ensure these are escalated and shared with the wider team to ensure teams benefit from each other and issues are remediated as identified, even if not yet raised by Group Internal Audit.
  • Manage the coordination with all parties to ensure all details requested during audit and BCP time/field work are fully prepared and shared with the internal auditors and BCM team on time and ensure the subsequent clarifications requested are properly addressed.
  • Addressing and resolving all control-related issues for GF and liaising with all relevant stakeholders within and outside GF to achieve this.
  • Review and suggest policy/process revisions and improvements based on observations resulting from the control activities performed (findings from daily control reviews, audit issues raised, BCP issues raised, etc.).
  • Assist Head of Group Financial Control in managing the relationship with other stakeholders for addressing all governance, risk and control-related and Admin matters (namely: other Finance teams, GIA, Risk, Compliance, HR, BCM etc.), and escalating specific issues in a timely manner, as and when required.
Qualifications
  • Minimum 10 -15 years of banking experience with 5 years of experience at Supervisor/Manager level.
  • Bachelors in Banking and Finance or Accounting with high technical knowledge and experience in internal audit, compliance, controls and operational risk management.
  • Ability to manage a team and prioritise multiple tasks, in addition to managing workload for self and team.
  • Excellent people management, communication and interpersonal skills with strong business and risk/control awareness and problem resolution skills.
  • Excellent analytical skills and ability to positively challenge and improve current processes.
  • Team-oriented, able to motivate / inspire staff including those in other teams/units.
  • Good systems knowledge: T24 and OGL.
  • Proficient knowledge of Excel, PowerPoint, and other MS Office applications.
