1. Project Overview
Client Center seeks to contract a qualified Video Editor and Motion Designer to produce and edit three (3) short videos. The project aims
to promote awareness and education of Qatari Sign Language using the Center's official animated character, Bu Hamad. The final work must adhere to the highest standards of technical quality, accessibility, and Client Center's visual identity.
2. Scope of Work
The Contractor shall be responsible for the creative direction, editing, and motion design of the three videos, including:

2.1 Editing and Production Edit and produce three (3) short videos (averaging 60-90 seconds each) utilizing the existing Bu Hamad character assets
provided by Client Center.
2.2 Accessibility Integration
Integrate Qatari Sign Language visuals, precise captions, and sound design strictly compliant with Mada Center's accessibility guidelines.
2.3 Motion Design
Apply professional motion graphics, visual effects, and transitions to enhance engagement and message clarity, maintaining strict adherence to the Center's visual identity.

2.4 Technical Delivery Ensure delivery in high definition (Full HD 1920x1080) and in optimized formats for various social media platforms (e.g., 1:1, 9:16, 16:9).
2.5 Coordination and Compliance
Maintain continuous coordination with Mada Center's Communication and Media team, and strictly adhere to the defined timelines and required review cycles.
3. Quality and Performance Standards (KPIs) for Effectiveness
To ensure work effectiveness and high production efficiency, the Contractor must adhere to the following measurable standards:

Minimum 95% score in technical quality assessment (color accuracy, motion fluidity, audio clarity) by the Client team.

100% adherence to Client Center's Brand Guidelines, particularly concerning the Bu Hamad character. Maintain visual consistency of the brand.
3.3 Revision Rate No more than two (2) major revision cycles per video after the initial submission. Increase work efficiency and reduce time
wastage.
3.4 Timeline Adherence 100% on-time delivery of all project milestones as per the agreed-upon schedule. Ensure project completion within the
defined timeframe.
3.5 Accessibility Compliance 100% compliance with standards for integrating sign language and captions. Guarantee content accessibility for all
target audiences.
6. Deliverables
The Contractor must submit the following deliverables upon project completion:
1 Three (3) Final Approved Video Files in MP4 (H.264) format at Full HD resolution.
2 Editable Source Project Files (Adobe After Effects and Adobe Premiere Pro), professionally organized and labeled.
3 Separate Asset Files (e.g., audio files, separate motion graphics elements) used in the project.
4 Optimized Thumbnails and short teaser clips for social media promotion.
