Position Overview

The Utility Inspector is responsible for supervising on-site installation of wet and dry utility works to ensure compliance with approved drawings, specifications, authority requirements, and project quality standards. The role supports timely delivery through proactive coordination with contractors, service authorities, and project stakeholders.

Responsibilities

Inspect day-to-day utility works (water, sewer, stormwater, irrigation/TSE, power, telecom, street lighting, and related chambers/ducts) and verify compliance with approved IFC drawings and specifications. Coordinate with contractors, subcontractors, and service providers to ensure NOCs, permits, and work sequencing are aligned with site activities. Witness and record required testing and commissioning activities (e.g., pressure testing, chlorination, manhole testing, CCTV/air testing, compaction and density tests) and ensure proper documentation. Verify materials and workmanship, including pipe/duct alignment, levels, bedding, backfilling, protection slabs, duct spacing, warning tapes, and marker posts. Raise NCRs, site observations, and corrective action requests as needed; follow up to close issues within agreed timelines. Review and verify as-built information on site, redlines, and survey data to support accurate record drawings. Attend inspections with authorities/clients and support close-out requirements; ensure readiness prior to formal inspections. Monitor progress against program, report daily activities, and flag risks/constraints (access, approvals, conflicts, utilities diversions) early. Ensure HSE compliance during utility works and coordinate with the HSE team for safe execution. Support the Resident Engineer with weekly reports, look-ahead planning, and coordination meetings.

Requirements

Diploma or Bachelor's degree in Civil Engineering or related discipline. Minimum 5 years of utilities inspection experience, with proven UAE infrastructure supervision exposure. Strong knowledge of wet and dry utilities construction practices, testing requirements, and typical authority standards/NOC processes. Ability to read and interpret drawings, profiles, method statements, and inspection/test plans (ITPs). Good reporting skills (daily reports, inspection requests, NCRs) and proficiency in MS Office; AutoCAD basics is an advantage. Strong coordination and communication skills; able to work in fast-paced project environments. UAE driving license is preferred; immediate availability is an advantage.
