Overview

**This position will be physically located in Kuwait in support of LOGCAP**

Under the supervision of Central Receiving & Shipping Point (CRSP) Manager and Central Receiving & Shipping Point (CRSP) Supervisor, must be capable of overseeing, but not limited to, the following Air Coordinating Cell functions, container operation function, customer service, convoy briefings; convoy escorting, Staging Area Management, Hazardous Materiel (HAZMAT) Documentation Certification, RFID Management, Document Cargo, Container Management, and Safety Briefings. Transportation Coordinator, Lead must also be Hazardous Materiel (HAZMAT) certified or have the ability to use an Integrated Booking System' Container Management Module (IBS-CMM), Radio Frequency Identification (RFID) tags, (CMOS) Cargo Management Operation System; Knowledgeable of Department of Transportation Regulation(DTR) 4500.9-R part II. Coordinate cargo movement through the Air Cell, Line Haul, and Container Section for receiving inbound and shipping out bound cargo to designated location. Responsibilities may include but not limited to the following depending upon team assignment within the CRSP. Maybe required to provide team leadership to Eastern employees assigned to the Line Haul team, Air Coordination Cell Team, Container Processing Team, Container Fabrication Team, Customs Clearance Team or (TAS) Transportation Automation System Team. Verify DD Form 1149, TAC Code, DODAAC, shipment priority, and POC information for validity. Receive cargo shipment from all mode of transportation and process for delivery to the appropriate destination. Check cargo manifest, MRO, DD Form 1149, DD Form 1384, against cargo uploaded or down loaded into the CRSP. Prepare documentation for sensitive cargo movement, DD From 1387-2, DD Form 1907. Meet with unit representatives to coordinate pre-Joint inspection and joint inspection (JI) joint inspections prior to receipt or release of cargo. Assist in the building and inspecting 463L pallets for Air Movement IAW DTR 4500.9-R Part II. Ensures (KMOI) host nation Ministry of Interior has been coordinated for link up through Movement Control Teams (MCTs) for required moves. Perform pre-JIs to ensure adherence to Air Force standards and regulations to process cargo. Transport cargo to and from the APOE/D, or coordinate for cargo transportation to and from the APOE/D. Prepare DD Form 1384, Transportation Control Movement Document, and enter all prime and trailer card entries for TCMD data. Conduct inspections of export shipments as it is being packed with Military Customs to inspect shipment to CONUS and ensure no prohibited items are shipped. Able to compute center of balance and weights on rolling stock equipment. Maintains historical record data on all cargo move movements throughout the AOR. Must be acquainted with (MHE) material handling equipment operations, i.e., Forklift 4K, 6K, 10K, 12K, 14K, and 100K container handlers. Knowledge of moving ocean freight shipment through the designated SPOE/D. Leads cargo trucks convoy and has overall responsibility for mission coordination, preparation, equipment safety, and accountability. Conduct daily safety briefing or safety presentations to the CRSP staff during weekly safety meeting. Performs other duties and assignments as required.

Qualifications

+ Minimum Qualifications:

+ One-year related experience may be substituted for one year of education, if degree is required.

+ High school diploma or equivalent work experience in related field.

+ Must be CAC eligible and/or able to obtain a Common Access Card (CAC)

+ Must be a U.S. Citizen

+ A valid driver's license and the ability to obtain a U. S. Government Motor Vehicle Operator's License and host nation Driver's License, is required.

+ Experience:

+ At least three (3) years of related work experience. Knowledgeable in HAZMAT certification and know how to process TMRs and TCMDs.

+ Skills:

+ Previous supervisory, team leading or management experience.

+ Demonstrate ability to deal with all employees and external customers while conveying a positive service oriented attitude.

+ Knowledge of business and management principles involved in strategic planning, resource allocation, leadership technique, production methods, and coordination of people and resources.

+ Strong interpersonal and negotiation skills.

+ Collaborative work style fostering cooperation and teamwork.

+ Prioritize responsibilities to handle a demanding workload.

+ Ability to work under pressure.

+ Intermediate proficiency in Word, Excel, and Outlook applications.

+ Supervisory Responsibilities:

+ Previous supervisory, team leading or management experience.

+ Demonstrate ability to deal with all employees and external customers while conveying a positive service-oriented attitude.

+ Knowledge of business and management principles involved in strategic planning, resource allocation, leadership technique, production methods, and coordination of people and resources.

+ Working Conditions:

+ Must be capable of working in an extreme weather conditions with temperatures exceeding 120 degrees Fahrenheit.

+ Indoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, dry, duty, desert environment with average temperatures of 30 degrees in the winter and 130 degrees in the summer months).

+ Includes some industrial production environment conditions as well.

+ Physical Requirements:

+ Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

+ Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents.

+ Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.

+ Must comply with all Fire and Safety Regulations and post policies.
