Job Description

This position is located in the Transport Section of the United Nations Mission for the Referendum in Western Sahara (MINURSO) in Laayoune, which is classified as "E" category and a family duty station. The Transport Assistant will directly report to the Transport Officer. Responsibilities
Within delegated authority, the Transport Assistant will carry out the following duties:

Transport Dispatch duties:
  • Identifies routine transportation requirements within the area of responsibility.
  • Analyzes transportation requests and carries out route planning and reconnaissance.
  • Establishes service timetables and driver rosters.
  • Prepares and disseminates information regarding services and transport facilities available to customers in order to ensure maximum utilization and effective use of vehicle to them and also of any changes that occur.
  • Coordinates the provision of regular shuttle bus services along established routes.
  • Coordinates the provision of ad-hoc transportation services to meet all requirements including staff and equipment movement for operational duty purposes.
  • Provides transportation briefings to incoming personnel at the check-in.
  • Monitors that the mechanical conditions and ensures daily maintenance are performed on all dispatch vehicles and shuttle buses.
  • Leases and coordinates with the workshop vehicle technicians on the periodic maintenance and repair of the vehicles to ensure the reliability of the transportation service.
  • Maintains files and documentation related to assigned duties and prepares reports for supervisors.
  • Monitors monthly mileage and fuel consumption reports for UN-owned vehicles and confirms the return of the individually assigned vehicles upon departure of staff from the service.
  • Contributes to the collection and analysis of data as well as identification of trends or patterns and provides draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting.
  • Documents requirements and background information used for data analysis.

Fleet Vehicle Inventory duties:
  • Conducts distribution of non-expendable transport assets.
  • Conducts bi-annual physical inventory of non-expendable transport assets in accordance with the established procedures and deadlines.
  • Conducts vehicle inspections.
  • Maintains records for non-expendable transport assets, including records in fleet management databases.
  • Assists in coordinating the Mission Vehicle Establishment Committee (VEC) meetings.
  • Processes the vehicle write-off cases in accordance with the established procedures and deadlines.
  • Provide technical expertise on Contingent Own Equipment (COE) and safety inspections.
  • Monitors the constant availability of vehicles for temporary assignment in support of one-off and emergency tasks as directed by a chief of Unit/Section, Transport.
  • Monitors that transportation is returned in good working condition order on check-out by the outgoing personnel.
  • Prepares monthly trip tickets and Electronic Monitoring System (EVMS) statistics of the mission vehicle fleet.
  • Enters and updates information in the Electronic Vehicle Monitoring System(EVMS) and Fuel log software packages.
  • Carries out diagnostics and identifies reasons for technical faults.
  • Carries out product upgrades initiated by a vehicle manufacturer.

Transport Warehouse duties:
  • Carries stock of light and heavy vehicle spare parts and issues required items to workshop mechanics and motor transport officers.
  • Conducts regular inventory checks of the Transport Warehouse stocks.
  • Determines generic technical specifications, estimates quantity (number of units), drafts proposals for requisitions for spare parts, tools and equipment in accordance with the UN procurement procedures.
  • Coordinates the planning and implementation of projects within Transport Warehouse and facilitates the training of staff.
Transport Driver Testing / Damage Discrepancy Reporting duties:
  • Maintains databases to monitor the mission personnel in possession of UN driving permits.
  • Conducts driving test assessments for heavy duty vehicle ‘C’ and ‘E” category for the mission staff members.
  • Participates in the development of the Transport Unit’s/Section’s Standard Operating Procedures.
  • Participates in the training activities to enhance the capacity of international and national staff members
  • Performs other related duties as required.

Education High school diploma or equivalent is required.
The ability to perform analysis, modeling and interpretation of data in support of decision-making. Job - Specific Qualification A valid National Driving License with “C” and “E” category and Drivers Testing Officer Certification (DTOC) is required. Technical or vocational certificate in supply chain, logistics, transport operations, or other related fields is desirable. Please attach copy of your certificate in the attachment section. Work Experience A minimum of six (6) years of progressively responsible experience in Logistics, Transport Operations or related area is required.

Experience in international operations in a post conflict environment is desirable.

One (1) year or more of experience in data analytics or related area is desirable. Languages English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in English (both oral and written) is required.
