Job purpose
Leads Technical aspects of HSSE function at OQ8 Project, and operations under Manager Safety HSSE scope, acting as owner of HSSE Standards, through; (1) Delivering all Technical HSSE Requirements across the organization, (2) Lead team of the readiness plan in accordance with corporate standards and regulatory requirements, (3) Lead the Incident Investigation Team across OQ8 Project and operational sites, (4) Supervises the implementation of HSSE Tools and Techniques, data collection and analysis including BBS techniques in order to provide exceptional support on all HSSE technical matters related at OQ8 Project and operations.
The position will act in accordance with the OQ8’s Mission, Vision, Values & Strategies, as well as, policies, guidelines, and international standards, supported by an IT Technology platform, HSE standards, Oman’s government & other legal justification, and best international practices in consonance with national objectives.
Main tasks and responsibilities
Lead HSSE Tools & Techniques, while identifying all required HSSE applications & Systems while assuring all required HSSE applications & Systems are in place
Lead the provision of process Technical Safety Engineering and leadership for the Conceptual and Pre-projects at OQ8 by leading the technical support to operated and non-operated affiliates and cross-functional through HSE métier.
Lead the delivery of the HSSE business and technical Plan, Mission, Vision, and Policies, providing guidance and direction to minimize OQ8 risks.
Assure the implementation of BBS methodology, e-PTW, and RCA in all facilities.
Oversees annual HSSE quality monitoring program and training plan to ensure staff awareness of related issues and undertake periodic audits and submit for Head HSSE approval statistics related to HSSE.
Implement the HSSE technical strategy and Oversees metrics as appropriate.
Review and submit to Technical & Operation HSSE Head approval the necessary HSSE risk assessment for all the facilities and determine the root causes to minimize the risk of accidents.
Oversees HSSE records and reports of the consultant/contractor and suppliers as required.
Update Corporate Management System with policies, procedures, standards, and practices including OHSAS 45001 requirements.
Lead in incident investigations including root causes analysis tool.
Oversees the preparation of learning points from incidents and circulates them to all relevant employees.
Conduct regular inspections to all related HSSE issues including actions necessary for implementation.
Participate in emergency preparedness planning specific to potential emergency scenarios
Provides input health and safety requirements and improvement of HSSE specification from Tender, Design, and built to operational production

Education requirements
A Bachelor's Degree in engineering or equivalent, Associates degree in contracts and Training
NEBOSH General Certificate /Diploma or equivalent
Language requirements
Excellent knowledge of written, read, and spoken English (required)
Background and experience
Competencies and skills
10+ years of relevant experience
Experience in a similar role within the Oil and Gas industry preferable in Refinery, Petrochemical, and Petroleum processes.
Fundamentals of HSSE - Comprehensive knowledge of occupational health & safety. Detailed understanding of general industry standards and the requirements of the more frequently referenced standards
Deep knowledge of basic health and safety concepts such as hazard and risk assessment, personal protective equipment, Root cause analysis, behavior-based safety, machine/ equipment safety, and confined space entry among others.
Knowledge of HSSE Management System
Experience in HSE audits.
Knowledge of OHSAS 18001 and RC14001.
Knowledge of risk management methods and practices.
Knowledge of HAZOP or similar studies.
Knowledge of Omani and International Health and Safety Standards and regulations.
