We are seeking a strategic and detail-oriented

Tendering Lead

to manage the end-to-end tendering process for high-voltage substation projects, including both

expansion

and

greenfield developments

.


The ideal candidate will have deep technical and commercial expertise,

strong familiarity with UAE, (KSA) utility standards

, and a proven track record in EPC bidding under frameworks such as

FIDIC

.

Key Responsibilities

Tender Management

Lead preparation and submission of technical and commercial bids for HV substation projects. Review tender documents, specifications, and drawings to identify scope, risks, and compliance requirements. Coordinate with engineering, procurement, and finance teams to develop winning proposals.

Estimation & Costing

Prepare detailed cost estimates for civil, electrical, and automation works. Validate vendor and subcontractor quotations; apply market benchmarks and productivity norms. Integrate escalation, contingency, and risk allowances into pricing strategies.

Technical Coordination

Ensure alignment of technical submissions with client specifications and grid authority standards. Oversee development of SLDs, layouts, and execution strategies in collaboration with design teams. Support pre-tender engineering including BOM estimation and design clarifications.

Commercial Strategy

Structure pricing formats (lump sum, remeasure, unit rate) as per client requirements. Review and negotiate contract terms, exclusions, and risk allocations. Advise management on bid competitiveness and strategic positioning.

Stakeholder Engagement

Interface with clients, consultants, vendors, and internal departments throughout the tender lifecycle. Lead clarification meetings and post-bid negotiations. Ensure timely and compliant submission of all tender documentation.

Qualifications & Skills

Education



Bachelor's degree in Electrical Engineering or a related field.

Experience



7-10 years of experience in HV substation tendering/execution, within UAE, (KSA) EPC projects.

Technical Knowledge



Strong understanding of AIS/GIS substations, protection systems, automation, and grid codes.

Commercial Acumen



Proficient in interpreting FIDIC contracts, performing cost estimation, risk analysis, and developing bid strategies.

Software Proficiency

Skilled in MS Excel and estimation tools

Communication Skills



Excellent written and verbal communication; capable of leading cross-functional teams and client interactions.

Preferred Attributes

Experience with UAE (TAQA)

tendering processes, experience with other GCC countries TSOs (KSA, Kuwait, Qatar) is a plus Familiarity with UAE, KSA regulatory frameworks and utility approval cycles. Ability to manage multiple bids under tight deadlines with precision and strategic insight.
