is currently seeking a qualified and experienced

Technical Utilities Engineer

to support the design, coordination, and execution of TRANSCO water transmission pipeline projects, including buried piping, Cut & Cover, Horizontal Directional Drilling (HDD), Microtunneling, and inshore/offshore works. The ideal candidate will have in-depth knowledge of TRANSCO standards, local authority requirements, and complex pipeline construction methodologies. This role demands strong engineering expertise, technical review capabilities, and multidisciplinary coordination across all project stages from concept through execution.

Key Responsibilities:



Review and provide technical input on design drawings, shop drawings, and as-built submissions for water transmission networks. Evaluate and coordinate utility corridor alignments, including: Buried pipeline and Cut & Cover trench design HDD and microtunneling crossings (roads, infrastructure, marine) Inshore and offshore pipeline layouts Review and validate critical design parameters, including: Hydraulic profiles Valve chamber configurations Thrust block and pipe encasement designs Associated civil structures Lead and coordinate technical discussions with consultants, contractors, site teams, and relevant authorities. Prepare and review technical submittals, method statements, and material approvals as per TRANSCO and UAE authority standards. Collaborate with surveyors and geotechnical teams to interpret borehole logs, topographic surveys, and alignment data. Ensure effective integration and coordination of combined utility corridor (CUC) drawings and manage clash resolution processes. Supervise and validate redline markups, site modifications, and field adjustments to ensure compliance with approved designs. Support and monitor NOC submissions and liaison with authorities such as ADDC, ADM, EAD, and others. Maintain comprehensive documentation, including revision logs, drawing registers, and ensure proper version control.

Qualifications and Skills:



Bachelor's Degree in Civil or Mechanical Engineering. 10-15 years of experience in utility engineering, with a minimum of 5 years on TRANSCO or large-scale GCC water infrastructure projects. Strong knowledge of TRANSCO standards, technical specifications, and authority approval procedures. Demonstrated expertise in pipeline construction methodologies, especially Cut & Cover, HDD, and microtunneling. Good understanding of inshore and offshore construction constraints, including environmental compliance and ROW management. Proficiency in AutoCAD, Civil 3D, and the ability to critically review technical CAD drawings. Familiar with survey data interpretation, GIS mapping, and geotechnical assessments. Excellent communication, coordination, and stakeholder management skills. Ability to handle multi-interface coordination under tight deadlines.

Preferred:



Experience with GIS, Navisworks, BIM 360, or other project collaboration tools. Prior involvement in marine/coastal pipeline works or subsea utility installations. Strong understanding of NOC processes and UAE authority regulations (e.g., TRANSCO, ADDC, ADWEA, DOT, EAD). Experience in design-and-build contracts or fast-track infrastructure projects.
