Position Title:

Technical Manager - Civil

Location:

Qatar

Role Purpose

The Technical Manager - Civil is responsible for managing complex, high-value building fabric projects and maintenance operations in Qatar and the GCC region. The role ensures compliance with international and local standards while overseeing the quality, safety, and sustainability of building fabric operations.

Key Responsibilities

Manage building fabric projects and operations with a strong focus on quality, safety, and compliance. Oversee preventive and corrective maintenance of building fabric systems. Ensure compliance with

Qatar Construction & Development Department (QCDD)

regulations and standards. Implement and monitor

Health, Safety, and Environmental (HSE) management systems

. Supervise and coordinate

soft services

, including cleaning, waste management, pest control, porter, and security services. Provide technical guidance in

civil, architectural, mechanical, and electrical engineering

aspects related to building fabric. Ensure adherence to

international and Qatar-specific standards

for building maintenance. Monitor and enforce compliance with Qatar's

safety and security laws and regulations

. Liaise with external consultants, contractors, and service providers to ensure high-quality service delivery. Lead and develop a team of technical staff, ensuring ongoing training and professional development. Strong knowledge of

HSE regulations

and environmental management systems. Expertise in

soft services management

(cleaning, pest control, waste management, porter & security). Strong background in

mechanical, civil, and architectural engineering

. Familiarity with

international standards and Qatar-specific regulations

related to building maintenance. Full knowledge of

Qatar safety and security laws

.

Qualifications & Requirements

Bachelor's or Master's degree in

Civil/Architectural Engineering

or equivalent. Minimum

15+ years overall experience

, with at least

5 years in managing complex high-value building fabric projects

in the GCC region. Professional memberships such as

IFMA, RICS, IMechE, IEE, BIFM, CIBSE, ICE

, or equivalent. Certified

QCDD Engineer

(

preferred

)

Arabic and English

- fluency in both written and spoken communication is

mandatory
