OBJECTIVES OF THE PROGRAMME

As ONE WHO for the occupied Palestinian territory, the respective WHO offices in the West Bank and Gaza aim to promote the health of all Palestinian people by improving health sector performance based on equity of access, effectiveness, as well as through addressing the broader social,economic, environmental, and cultural health determinants, particularly of those most affected by the Israeli-Palestinian conflict. DESCRIPTION OF DUTIES

1- In support of WHO Country Office policy, manage the Gaza sub-office administrative services including safety,security, human resources, finance, and assets. 2- Under the supervision of the Health Emergencies Team Lead and direction of the respective WHO technical team leads,he/she will coordinate and support the overall WHO programme planning, implementation, monitoring and evaluation in Gaza. 3- Represent WHO in formal meetings with MoH and Palestinian Authority and contribute to strengthen the planning and the management within the various levels of the health system. 4- Support the implementation and management of WHO oPt supported projects/activities in Gaza. 5- Promote and strengthen inter-sectoral coordination with other UN agencies, NGOs and civil society and participate in interagency fora including the Gaza sub-Clusters and inter cluster working group. 6- Promote integrated (inter-sector) area-based response planning processes with other health and non-health actorsin order to facilitate improved holistic responses in Gaza grounded in community participation and responsive to needs on the ground. 7- To act as the on the ground focal point during an emergency spike in support of the Incident Manager . 8- Ensure that the foundational activities required to strengthen Accountability to Affected People including PSEA are integrated into existing and future WHO and partners' activities and build the capacity of the WHO Gaza team to oversee them. 9- Mobilize resources for critical programmes that will contribute to health systems strengthening. 10- In collaboration with the Heath EmergenciesTeam Lead and other WHO technical team lead/ partners, strengthen the compilation, analyses and dissemination of relevant health data with respect to the health status of Palestinian population and health services. 11- Facilitate advocacy and negotiation for secure humanitarian assistance, health access, neutrality, and protection of health workers and patients. 12- Liaise with UN agencies, bilateral and multilateral donors, and NGOs, in order to ensure coherence of health emergency aid with local plans. REQUIRED QUALIFICATIONS

Education

Essential: Master's degree in Public Health or related field. Desirable: Master's degree in management

Experience

Essential: At least 7 years of experience in a management/leadership role including demonstrated experience as a team lead. Demonstrated experience in multi-sector integrated response planning and the operationalisation of activities that seek to enhance accountability to affected people. Demonstrated experience in overseeing emergency response operations inhighly volatile environments Desirable: Previous experience in the area of Public Health or health management services.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 75,602 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4391 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
