Overview

***This position will support APS5 and it is contingent upon award***

Under the guidance of the Medical Services Manager and as an integral member of the Class VIII Warehouse (FLE) team, Supply Technician, Medical - SCA 01410 receives, inventories, stores, distributes and disposes of controlled and non-controlled pharmaceuticals. Is familiar with Theater Enterprise-Wide Logistics System ( TEWLS ) and uses it for all transactions as possible. Verifies product type, item identification number, purchase order number, quantity, lot number and expiration dates, as required; identifies and reports all discrepancies in the form of a Report of Discrepancy report (ROD) via the applicable receiving system; completes required receiving processes; identifies the follow-on customers via a Department of Defense (DoD) Form 1348 and Packing list; affixes receipt documents to the product and placed in the appropriate storage area pending issues; follow the appropriate packing protocol and issues all controlled substances; processes all materials received within 24-hours of receipt; and operates Temp-Tale temperature monitor reader and downloads information for Temperature Sensitive Medical Products (TSMP) during transportation and upon arrival.

Responsibilities

This position description is subject to change at any time as needed to meet the requirements of the program or company.

+ Prepares, controls, and issues pharmaceutical products.

+ Prescription handling and dispensing: under close supervision, manually or using a computerized system: receives, interprets, compounds, manufactures, files, labels, issues and files prescriptions, bulk drug, sterile product and/or unit dose orders.

+ Serves as subject matter expertise and primary point of contact for receipt and disposal of controlled substances to include narcotics.

+ Maintains regulatory and legal certifications required to perform the function of processing-controlled substances to include narcotics.

+ Prepares and processes discrepancy reports, as needed; satisfies customer inquiries as received.

+ Maintains required regulatory audit trail for the receipt and distribution of all controlled and non-controlled substances.

+ Complies with Drug Enforcement Agency (DEA) Regulations verifying receipt of Schedule II-V Controlled Substances, and reports to DEA, as needed.

+ Complies with higher-headquarters regulations, policies and procedures reference the distribution of controlled substances.

+ Receives approved pharmaceuticals from unit via a Department of the Army (DA) Form 3161 from customers.

+ Receives product into inventory via the applicable data base; schedules and performs narcotic turn-ins to a disposal contractor of all excess and expired narcotics.

+ Maintains required security records; ensures that all regulatory and local security policies and procedures are adhered and enforced; opens and closes vault in accordance with current security protocols.

+ Ensures that controlled items and vault is always secure; ensures that the vault combination is changed as needed in accordance with Army Regulation (AR) 190-11.

+ Ensures access rosters and duty appointment are current and signed by designated/authorized individual; conducts monthly vault sensor checks for vaults in coordination with the designated/authorized Security Officer.

+ Conducts a daily and weekly inventory and reports any discrepancies immediately.

+ Schedules and conducts monthly narcotic inventories with appointed disinterested inventory officer to ensure 100% accuracy of stocked narcotic inventory.

+ Assists the Warehouse Supervisor and the TSMP Non-Commissioned Officer-in-Charge (NCOIC), or designated/authorized personnel in the management of the TSMP program as it relates to storage of cold-chain medical products both pharmaceuticals and laboratory products.

+ Provides guidance to item managers and customers and warehouse personnel in the proper storing of refrigerated and frozen pharmacy and lab materials.

+ Works in collaboration with customers to resolve problems relative to damages, over/under shipments, and questionable product quality; and assists the FLE NCOIC or warehouse NCOIC to ensure that customers are provided with the disposition of compromised pharmacy and laboratory materials.

+ Evaluates orders to verify dosage, dosage regimen and quantity to be dispensed.

+ Checks for completeness and correctness and for common interactions, incompatibilities, and availability.

+ Refers questionable orders or questions on the basic formulation to supervisor for clarification.

+ Evaluates completed orders to ensure the integrity of the final product.

+ Provides information regarding availability, strength, and composition of medications to physicians or pharmacists.

+ Prepares and maintains files of controlled substances stock cards, records, and work units.

+ Ensures forecasts/demand plans developed for subsistence of CLVIII Receives/evaluates quantitative/qualitative feedback from collaborative sources.

+ Responsible for thorough understanding of Government and commercial approaches to all disciplines involved in program support, including supply, transportation, customs, automation, storage, and inspection, contracting, finance, and other.

+ Requires understanding of unique procedures and support to ASG-KU and subordinate elements, as well as the normal support procedures required for all other customers.

+ Monitor and enhance customer relationships by participating in customer outreach initiatives to assess customer satisfaction.

+ Performs other duties as assigned by the PAS and Medical Services Manager.

Qualifications

+ Minimum Qualifications: Education/Certifications: One-year related experience may be substituted for one year of education, if degree is required.

+ Health Insurance Portability and Accountability Act (HIPAA) certification within 30 days after hire from the online source training:

+ Employee must have a High School Diploma or GED. Coursework in Pharmaceuticals. Work experience may substitute education, on a year for year basis.

+ Clearance/License:

+ A valid driver's license and the ability to obtain a U.S. Government Motor Vehicle Operator's License and Kuwait Driver's License are required.

+ Must be able to obtain and maintain Secret Clearance

+ Must be able to maintain USG Network access & Smart card privilege(s).

+ Experience:

+ 2 years' experience in supply warehousing arena.

+ Experience working with CLASS VIII, pharmaceuticals and Medical logistics is a Plus

+ Must have two (2) years progressive experience, which demonstrates the ability to analyze problems, to identify significant factors, gather pertinent data, and recognize solutions.

+ Must have at least 2 years of customer service experience. Must be familiar with Privacy Act of 1974 and Health Insurance Portability and Accountability Act (HIPAA)

+ Skills:

+ Employee must be able to work effectively with all levels of employees, including top, middle and supervisory levels of management. They must be able to work independently. Position requires basic planning, organizing, and problem solving skills. Require excellent oral and written communication skills in English. Requires analytical skills, including the ability to extract, compile and analyze data. They must be knowledgeable in MS Office software application such as Word, Excel and Power Point. Applicant must be able to handle company information with confidentiality and discretion. Applicant must have excellent oral and written communication skills in English.

+ Working Conditions:

+ Indoor and outdoor environment, duties will involve the conduct of work in the outdoors with a potential exposure to extreme climatic conditions including frequent dust storms, and high temperatures - up to 130 degrees in the summer months. Potential exposure to chemical or biological agents could exist. Employee use of Personal Protective Equipment (PPE) in certain areas is required. Such PPE includes but is not limited to head, foot, hand, torso, respiratory, vision and hearing protective devices. Candidate must comply with all Fire, Safety and post policies. Normal work week is 48 hours but must be able to work overtime or nights as required; to include, holidays.

+ Physical Requirements:

+ Must be physically capable of lifting 70 pounds a vertical distance of four feet and carrying this weight a horizontal distance of 25 feet. stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical or biological agents.
