Company : ADNOC Logistics & Services Job Title : Superintendent, Marine Personnel (Marine Competency Assurance)

JOB PURPOSE: Provides support and backup to line management in the preparation and implementation of any activities relates to seafarers Training and Competency to meet the business requirements and achieve Emiratization objectives. Ensure that all seafarers are certified as per STCW (as amended), international standards, regulations and rules. Ensure that all mandatory & development training for seafarers are carried out, reviewed and modified on regular intervals in order to ensure vessels are effectively manned with competent crew. KEY ACCOUNTABILITIES Competency Assessment & Verification Coordination . Ensure that certification requirements are met, and that marine certificates / training are valid. . Results are utilized for bridging gaps and identifying areas for development. . Manage affairs of seafarers attending training programs overseeing their performance management and development to ensure high level of engagement and a motivated work environment. . Coordinate and follow up seafarers' assessment / development to meet the minimum job requirements and timely integration to targeted job. Progress Monitoring . Maintain marine training records to ensure effective implementation of training plans / matrixes and report to take appropriate corrective action to close gap accordingly in conjunction with concerned Line Manager. . Monitor and report progress on monthly basis and submit nominations for reward and recognition of seafarers and personnel under development. . Liaise with crewing manager / training provider for getting training reports on monthly basis such as Videotel / Seagull and third parties' trainings. . Remain abreast and informed of internationally recognized mandatory training requirements in the marine industry, meet performance targets, and ensure smooth flow of ship operation. . Ensuring that seafarers are properly prepared for promotion and that the right person for the job is selected. Job Specific Accountabilities . Identifies appropriate training and analyses training needs based on, performance appraisal, job description, CBT Program and consults with superior on the same. . Plan and prepare adequate training of seafarers through interfacing with training centres / providers, providing administrative support and arranging training events where applicable in order to ensure continuous development and learning of seafarers to meet company and industry requirements. . Evaluate CVs of sea staff candidates and ensure client requirements, flag state, International Convention best practices and legislation are adhered to. . Participate in screening and interview of marine crew to ensure that they have the right technical qualifications and skills. . Provide input for preparation of the sea staff training budget and assist in the implementation of the approved Budget and work plans to deliver Section objectives. . Investigate and highlight any significant variances to support effective performance and cost control. . Assess effectiveness of training conducted both in house and with third parties to ensure achievement of objectives. . Follow the preparation of the senior officers' workshops, evaluate the workshops and the associated program and training courses and recommend any improvement. Policies, Systems, Processes & Procedures . Maintain, implement marine personnel training / development and comply with all relevant functional policies, processes, systems, standards, procedures, to accomplish operational objectives. Innovation and Continuous Improvement . Contribute to the identification of areas and opportunities for continuous improvement of marine personnel training systems, processes and practices taking into account international best practices, cost reduction and productivity improvement. Health, Safety, Environment (HSE) and Sustainability . Comply with relevant HSE policies, procedures & controls and applicable legislation and sustainability guidelines in line with international standards, best practices and ADNOC Code of Practices. . Participate in the investigation of marine accidents / incidents and implementation of corrective actions. Reports . Provide inputs and assist in prepare Section progress reports for Company Management. COMMUNICATIONS & WORKING RELATIONSHIPS: Internal . Frequent contacts with seafarers at all levels for job assessment, training and development of competency. External . Occasional contacts with government authorities, approved third party consultants and training centers to carry out test and certification for seafarers. QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS: Minimum Qualification . Master Mariner class 1 unlimited or Chief Engineer class 1 unlimited. . Degree in training and development or an equivalent qualification. Minimum Experience . Minimum of 4 years of total work experience in marine personnel training and development in a large company within the oil /gas and marine industry. Knowledge & Skills . Understanding of marine industry rules and regulation. . Good awareness on Health, Safety, Environment & Quality Management system. . Effective oral and written communication skills required. . Ability to read & interpret documents i.e. policy/procedure manuals, operating instructions. . Ability to write routine reports and correspondence. . Proficiency in MS Office, Internet, Outlook, and other software routinely used by the Company. . Ability to prioritize tasks, manage time and complete projects in a fast-paced, changing environment . Ability to work independently, successfully achieving results. . Demonstrated skill working in a team environment, understanding when and how to effectively incorporate a team approach.
