Responsibilities & Qualifications

Duties include but are not limited to: Management of all procurement and subcontracts using a cradle to grave procurement approach. Ensure all subcontracting and sourcing execution adheres to TekSynap's internal compliance processes, government regulatory requirements, including FAR, DFAR and Contracting Purchasing System Review (CPSR) requirements. Manage the procurement and subcontract request for proposal (RFP) process, which includes: issuing invitation for bids, requests for proposals, reviewing vendor proposals for alignment with RFP(s), making recommendations to senior leadership and/or functional management on vendor selection, negotiating terms and conditions, and executing final agreements. Manage, review and negotiate solicitations, NDAs, teaming agreements, subcontracts, and other related procurement agreements. Responsible for the creation, management, and monitoring, escalation and resolution of purchase order forms and purchase orders. Perform reviews and audits of purchase orders and subcontract execution including invoicing errors, compliance with policies and procedures, and compliance with terms and conditions. Drive results from our procurement teams, suppliers, and internal stakeholders to achieve cost savings goals and create process efficiencies Responsible for all aspects of staffing and personnel management; including coaching, mentoring, training, professional development, and compliance with policy, process, and procedures. Improve all aspects of the Procurement department by reviewing and updating current methodology and processes. Maintain a professional relationship with subcontractors and suppliers while promoting company initiatives and values. Maintain Required Qualifications: Bachelor's degree plus 7 years of relevant experience; OR in lieu of degree, a combination of relevant experience, training and certifications will be considered. 5+ years of Corporate Commercial and/or FAR Regulated Supply Chain Experience (must have a minimum of 3 years in Government Contracting) Must have working experience with FAR and CPSR requirements Experience in conducting complex agreement negotiations with subcontractor and supplier executives, managing complex RFPs, developing strategic sourcing approaches, conducting total cost of ownership analyses, designing cost containment strategies, conducting market research, and performing process improvement within corporate Supply Chain Management organizations. Contractual experience, including pricing, and key terms and conditions negotiations. Experience in process analysis, applying best procurement process practices, and continuous process improvement. Experience in written/oral communications at all levels of the company. Knowledge of IDIQ, CPFF, FFP, T&M subcontracts. Ability to work on one or more projects simultaneously and provide support to proposals. Ability to work independently and as part of a team. Demonstrated resourcefulness in problem-solving and initiative to learn new skills. Willingness to work outside of normal business hours. Preferred Qualifications: Experience purchasing IT Services, Hardware, and Software is highly preferred. Background/experience in IT agreements and understanding of mitigating supply chain risk Experience drafting a vision or strategic initiative and driving that initiative to execution with proven results Experience managing/leading a team or project.
