Parsons is hiring a Stakeholder Manager for major infrastructure and utilities projects in Dubai and the Northern Emirates. This role involves leading the coordination and approvals process with government authorities, managing stakeholder expectations, and ensuring compliance with regulatory standards and timelines. Ideal for experienced engineers or project managers familiar with NOC processes in the UAE infrastructure sector.

What You'll Do

• Coordinate directly with Dubai and Northern Emirates authorities to manage utility NOC approvals
• Produce and review utility drawings, cross sections, and technical documentation
• Use Autodesk Civil 3D and Bentley OpenRoads Utilities for design support
• Monitor drawing progress, track pending documentation, and ensure timely submission
• Organize and attend meetings with agencies and stakeholders for NOC processing
• Communicate technical issues, liaise with third-party consultants, and follow up on unresolved items
• Prepare weekly and monthly status reports and support senior design and engineering staff
• Recommend process improvements to expedite approvals and reduce bottlenecks
• Support client meetings and maintain regular communication with internal and external stakeholders

Ideal Profile

• Bachelor's degree in Engineering (preferably Civil)
• Minimum 8 years of experience in stakeholder management and infrastructure NOC coordination
• Strong understanding of Dubai authority requirements and submission procedures
• Fluency in English and Arabic preferred
• Proficient in Microsoft Office; knowledge of AutoCAD and design software a plus
• Possession of a valid UAE driver's license is highly preferred
• Effective communicator with strong leadership and problem-solving abilities
