The Program Manager (PM) has authority to act on behalf of the contract and has full responsibility for the overall effective management and allocation of the personnel and resources necessary to meet all contract specifications. The PM is knowledgeable and experienced in all aspects of project operations defined by the PWS.

The PM is physically located in Bahrain, and may have daily interaction on site with the customer. The PM performs overall managerial duties necessary for the successful performance of the program. The PM provides direction and guidance to Managers within the contract.

The PM serves as the primary point of contact for the day-to-day operations of each requirement in the PWS. network engineering; end-user support; requirements analysis, planning, systems integration, and engineering; and serves as a senior technical advisor to the N2/3/6 staff and MOC watch team. TS/SCI Clearance required.

Responsibilities

Major Job Activities:

+ Provide over-the-shoulder training and mentorship for active-duty personnel as required. The Contractor will provide over-the-shoulder training and mentorship for active duty responsible for Tier I and II functions as required.

+ Provide technical subject matter expertise to assist the COMUSNAVCENT N6 with maintenance and sustainment of the Link Monitoring and Management Tool (LMMT), Maritime Integrated Air and Missile Defense Planning System (MIPS), Joint Operated Deep Operations Coordination System (JADOCS), Joint Tactical Terminal - Maritime (JTT-M), MOC in the Middle (MITM), Multifunctional Information Distribution System (MIDS) connection on LMMT, and the AGILE server / client. Services include system administration, development, upkeep of operational and technical documentation, troubleshooting and restoration of system components (servers, workstations, network, and cryptographic devices), integration planning, and requirements analysis.

+ Provide technical liaison and advocacy for NAVCENT customers with respective Program Office Tier IV In-Service Engineering Activity (ISEA) representatives as required.

+ Up to 20% travel may be required, to various ports within the Indian Ocean and Middle Eastern AOR.

Material & Equipment Directly Used:

Navy classified and unclassified C4ISR computer systems and ONE-NET.

Working Environment:

Candidate will work primarily in computer facilities at Naval commands in an office or computer equipment room environment. Work outside of normal work week hours will be required, to participate in meetings, troubleshooting efforts, and installations or upgrades.

Physical Activities:

+ Personnel may be required to stand or sit for prolonged periods of time. Individual must be able to lift up to 30 lbs. unassisted.

+ The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; viewing a computer terminal; extensive reading; visual inspection of installed computer and network equipment.

Qualifications

Minimum Qualifications:

+ BS in Information Technology (or equivalent technical degree) and 7+ years technical experience in related discipline required.

+ IAT Level III Certification (per DoD Inst 8750.1 and Navy guidance) required. CASP+ CE, CCNP Security, CISA, CISSP (or Associate), GCED or GCIH with IA and CE required.

+ 7+ years' experience with Navy or DoD Networks (SIPRNET, NIPRNET, SCI).

+ 7+ years' experience with Program Management with a contract or similar size and scope.

+ 7+ years' experience C4I Systems experience: JWICS, GCCS-J/M, FMV, DCGS-N, CENTRIX / other C2 Systems Administration.

+ Active DoD TS-SCI Clearance.

Experience / Skills:

+ Performs overall managerial duties necessary for the successful performance of the program.

+ PM provides direction and guidance to supervisors within the contract.

+ Maritime Operations Center (MOC) Project Management Support to include knowledge of fleet communications architectures.

+ Knowledge of military C2 architectures required.

+ Must be able to communicate well both orally and in writing.

+ Must be able to communicate well with senior Navy / DOD officials and technical personnel.

+ Candidate must be able to provide training as needed.
