Job Description

JOB PURPOSE:
Support Finance Management in the implementation of the ADNOC Gas taxation encompassing compliance, advisory and support across Company activities relating to Value Added Tax (VAT), Tax and International Taxation including:
  • Creation and issuance of VAT policies for the Companies to ensure compliance with the VAT laws.
  • Cascading of relevant tax information and tax knowledge management throughout the ADNOC GAS .
  • Perform technical review, consolidation and lodgment of the ADNOC GAS VAT return and managing the VAT obligations with the Federal Tax Authority
  • Preparation of tax statements for ADNOC GAS; submission of approved statements to the Abu Dhabi fiscal authorities; active participation in discussions with the fiscal authorities of issues arising from tax submissions.
  • Support Finance Management to liaise with the Federal Taxation Authority, Department of Finance and external shareholders and business partners.
  • Act as focal point for tax and finance matters within ADNOC Gas in relation to all taxation matters.
  • Primary focal point to provide tax advice and expert opinion to executive management and operational business team on any routine and non-routine matters pertaining to tax throughout the Company.Reviewing and advising on current and future transfer pricing strategies to help mitigate risk and optimize strategies for business operations.
  • Liaise with internal multidisciplinary departments such as internal audit and risk management to provide technical input for tax function roles and responsibilities and facilitate in overall tax compliance reporting for the ADNOC GAS VAT .
KEY ACCOUNTABILITIES
  • Provide input into the Tax organizational structure necessary to meet the strategic objectives of the function; continually challenge and evolve the same.
  • Provide input into the training and development programs for UAE nationals and other staff; monitor, report on progress to the department manager.
VAT Compliance:
  • Create VAT compliance processes and procedures to maximize efficiency, accuracy and accountability in connection with VAT returns filed with the FTA.
  • Facilitate the implementation of the end-to-end VAT Reporting framework and monitor the group\'s adherence to the framework.
  • Review VAT reporting package from Group Companies on a monthly/quarterly basis.
  • Conduct detailed technical review and prepare monthly/quarterly VAT audit file for each VAT Group entity.
  • Maintain a logbook of inconsistencies identified, investigated and resolved and escalation of the findings and key risk areas to the business teams and CFOs where necessary.
  • Liaise with the Federal Taxation Authority in respect of the status of the VAT return as well as any queries or audit.
  • Identification of the need of seeking external resources for tax advisory, tax compliance or technological needs where required.
  • Create and regularly update the VAT Policy and procedures as and when required based on changes in business or domestic Law requirements.
  • Coordinate with Treasury, relevant departments and group companies with respect to VAT reconciliation and settlement.
  • VAT Registration of new Companies and managing of VAT Group and de-registration of companies.
  • Support and prepare necessary working papers for any ongoing and future audits conducted by the Department of Finance for Tax and Royalties and Federal Tax Authority for VAT by developing and helping to foster a collaborative relationship and formulating an internal strategy to satisfy their audit inquiries.
  • Identifying any system changes that need to be made to facilitate overall tax compliance at HQ and group level in accordance with internal policy and procedures.
Royalties and Tax:
  • Provide input into framework agreement between ADNOC, SPC and the Abu Dhabi Department of Finance with regards to
Royalties and Tax.
  • Prepare tax statements for ADNOC and statements to the Abu Dhabi fiscal authorities;
  • Coordinate with external auditors with regards to year end reconciliation and assist with preparation of adjustment schedules as required.
  • Be involved in discussions with the SPC and Department of Finance in respect of any Royalties and Tax queries.
  • Identify any improvements in Tax accounting control processes and functional structure to optimize control and reporting processes.
Tax Support and Advisory:
  • Creation and issuance of VAT policies for ADNOC Gas to ensure compliance with the VAT laws.
  • Provide advisory input into day to day VAT transactions throughout the Company and keep the VAT advisory logbook updated.
  • Provide input to manager in relation to key investment and strategic decisions.
  • Liaise with key stakeholders across Legal, Sales and Marketing, Procurement, HR, Internal Audit, IT and consultants regarding the tax effect of new or unusual transactions.
  • Act as a point of consultation and provide input to Manager in respect of all matters pertaining to Tax
  • Draft and continuously update a comprehensive plan to mitigate the adverse impact of Tax on ADNOC GAS\'s business lines by minimizing tax leakage and maximizing cash flow efficiencies.
  • Facilitate tax awareness sessions for ADNOC Gas Company.
  • Provide guidelines and prepare internal memorandums for any technical directions to specific department or group companies. Also identify the need to seek technical guidance from the FTA for clarification or special Advance Rulings in favor for ADNOC\'s business.
  • Review new and existing major contracts by liaison with legal and relevant business units to ensure that any tax exposure is minimized.
  • Advisory on mergers and acquisitions and other Company investment projects to ensure that tax risks are addressed, assessed and mitigated. This involves review of any tax relevant external advisors reports and evaluation for international tax matters and providing any relevant technical input to their reports (for example Tax Due Diligence work)
COMMUNICATIONS & WORKING RELATIONSHIPS:
  • Regular contact within Divisional Managers in connection with the activities defined above.
  • Some contact at senior management level in relation to the activities defined above.
  • Regular contact and directions with ADNOC Gas Companies with respect to taxation matters including providing constant direction and guidance in respect of their work streams that are affected by taxes.
  • Regular contact with Federal Taxation Authority and external auditors with respect to tax compliance matters, including Tax / VAT payments and audit queries.
QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS:
Minimum Qualification
  • Degree in Law, Accounting or Business related subject.
Minimum Experience & Knowledge & Skills
  • 8+ years of experience in Value Added Tax at either Big 4 Accounting Firms or in relevant industry
Professional Certifications
  • GCC VAT Diploma
  • Other professional accreditations such as ACCA, CPA, UAECA, CFA are an advantage.
TECHNICAL COMPETENCIES:
  • Experience preferably in Oil and Gas, public listed companies or related industries
  • Works within general framework set by Group procedures and SPC regulations
  • Good oral and written communication skills
  • Strategic thinking and issue resolution skills with tax and non-tax personnel
BEHAVIOURAL COMPETENCIES:
  • High level proficiency in English
  • Excellent presentational skills (public speaking/ managing conflict in meetings of mixed groups)
