Job Description

Job Title: Specialist, Security (UAE National) Location: Abu Dhabi

2. JOB PURPOSE: Supervise and guide a team of security officers responsible for providing a range of security services through motivating and developing subordinates; ensuring compliance with critical security policy and procedures and assisting in strengthening the security cover of ADNOC Distribution to guarantee protection of people, premises, information and assets.

3. KEY ACCOUNTABILITIES: Job Specific Accountabilities Policies, Systems, Processes & Procedures Provide inputs and implement policies, systems and procedure for the assigned section so that all relevant procedural/legislative requirements, fulfilled while delivering a quality, cost-effective service. Security Operations Implement the day-to-day operations assigned for the security function to ensure compliance with the established standards and procedures. Consolidate and recommend a security plan for a specific area of security services / operations to ensure that ADNOC Distribution is aware of current and anticipated security resource requirements Ensure security officers comply with standard security guidelines for the organisation, and conducts remedial actions with immediate effects, in consultation with the Line Manager, to tackle compliance issues. Supervise security officers and service provider staff providing physical protection to ADNOC Distribution employees, assets and facilities also anticipates and takes actions to minimise possible problems. Supervise a team of security officers on a shift basis to ensure that resources (internal and contracted) are correctly allocated across a facility of branch and inspections take place according to defined schedules. Instruct, assign duties for and ensure the capability of a team of security officers so that they are clear about what is expected of them and they have the skills required to carry out their duties. Eliminate security risks to physical assets of ADNOC Distribution through ensuring vigilance of the premises involving 24/7 camera surveillance and other security measures. Supervise the investigation of all security incidents, security breaches and fraudulent activities in a timely manner and in line with organisation procedures to finalise a report detailing recommendations, disciplinary action to undertake and the measures to be taken to prevent possible reoccurrence. In the instance of a security or operational emergency, deploy staff according to the requirements of the situation and as defined in emergency procedures, so that the risks associated with the incident are minimised. Maintain ongoing communications with internal operational and support staff to ensure that awareness is maintained of operational activities and security provision can be made accordingly. Maintain ongoing communications with external agencies (e.g. military commanders, police commanders, local authority representatives) to ensure the sharing of security information so that positive relationships are maintained. Continuous Improvement Participate in the identification of opportunities for continuous improvement and sustainability of systems, processes and practices taking into account global best standards, productivity improvement and cost reduction. Generic Accountabilities Supervision Plan, supervise and coordinate all activities in the assigned area to meet functional objectives. Train and develop the assigned staff on relevant skills to enable them to become proficient on the job and deliver the respective section objectives. Budgets Provide input for preparation of the Section / Department budgets and assist in the implementation of the approved Budget and work plans to deliver Section objectives. Investigate and highlight any significant variances to support effective performance and cost control Policies, Systems, Processes & Procedures Implement approved Section / Department policies, processes, systems, standards and procedures in order to support execution of the Section's / Department work programs in line with Company and International standards. Performance Management Contribute to the achievement of the approved Performance Objectives for the Section / Department in line with the Company Performance framework. Innovation and Continuous Improvement Design and implement new tools and techniques to improve the quality and efficiency of operational processes. Identify improvements in internal processes against best practices in pursuit of greater efficiency in line with ISO standards in order to define intelligent solutions for issues confronting the function. Health, Safety, Environment (HSE) and Sustainability Comply with relevant HSE policies, procedures & controls and applicable legislation and sustainability guidelines in line with international standards, best practices and ADNOC Code of Practices. Reports Provide inputs to prepare Section MIS and progress reports for Company Management.

5. QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS: Minimum Qualification Bachelor's Degree in Chemical/ Mechanical / Industrial / Safety /Fire/ Safety & Fire Engineering. Minimum Experience & Knowledge & Skills 6 years of relevant experience in HSE and security management Previous military/law enforcement experience would be an advantage. Must have working knowledge of Physical Security, Information Security, Personnel Security, Law and Policy Enforcement methods and procedures. Experience in managing key stakeholder relationships. Job Purpose

Contribute and provide advice to leadership for the design and implementation of the ADNOC Security Management System (SMS) throughout ADNOC (Corporate and Group Companies). Coordinate the integration of risk-based security planning and operations throughout the ADNOC Group. Develop a comprehensive audit and compliance programme to ensure the Department's standards comply with all relevant legislative and regulatory requirements. Provide input and support in preparing security-related advice for Senior Management and Executive Leadership, regarding any security-related strategic, operational, or site-specific subjects.

Job Specific Accountabilities (Part 1)

. Ensure Department policies, procedures and standards comply with relevant International, National and Local legal and regulatory requirements, for example security and HSE. . Lead the design and implementation of a scalable Security Management System (SMS) that, once proven will be exported to Group Companies for implementation. . Support the Group Companies in developing the Standard Operating Procedures (SOP's) required to implement the SMS within their business lines, in accordance with UAE and ADNOC regulations. . Develop and implement security policies and procedures in line with ADNOC's HSE Codes of Practice/ standards for ADNOC & Group Company's buildings, staff, assets, and sites, utilizing standard Emergency Response and Crisis Management principles as codified within the security standards. . Design, implement and periodically review a Security Risk Assessment programme to ensure proportionate levels of protection are afforded across the ADNOC Group (HQ buildings and field operations). Ensure that the risk identification, assessment, analysis, and mitigation strategies comply with International Best Practice. . Create and maintain an ADNOC Security Risk Register. . Design and oversee the implementation of a sustainable security compliance programme to monitor operational performance against security standards and site/facility Security Plans. . Conduct follow-up on recommendations and action points resulting from internal and external audits and ensure all audit items are properly closed and reported for the Department. . Conduct project planning and risk management, technology analysis and assessment, budgeting and statistical data analysis, and manage security program development and execution, in support of the manager. . Monitor and maintain the currency of ADNOC security standards. . Manage the asset integrity program for ADNOC HQ and Group Company HQs. . Provide leadership and guidance for the conduct of initial investigation of criminal acts and threats against the company or against its people. Provide appropriate decisions on investigations into serious infractions and violations of the ADNOC and Group Company regulations and property, complaints of theft, missing items, etc. and approves investigation reports for information and action by management. . In tandem with the Specialist, External Interface, provide senior management with accident investigation analysis, audit reports, vigilance and investigation reports on a periodic/as-required basis for senior management information, and support effective liaison with other security providers and the Ministry of Interior. . Establish and act as the focal point for Operational Security Heads/Managers by establishing a Steering Committee and acting as Chairman relative to the standardizing of practices and procedures for security related matters across the ADNOC Group of Companies . Provide guidance and direction to the Manager, Corporate Security Department on a broad range of issues including (but not limited to): . Business Continuity Management (BCM) planning . Investigations - Post-Event and Background . Evidence Collection and Handling . Surveillance Operations . Personnel Security and Executive Protection . All aspects of Physical Security

Minimum Qualification

Bachelor Degree in Management or Engineering or equivalent.

Minimum Experience, Knowledge & Skills

. 10 years of professional experience in security, emergency response and crisis management in the oil and gas industries (or police or military), with at least 5 years in senior professional roles. . Membership of a recognized international security association /organization would be an advantage.

Professional Certifications

. Post Graduate qualification in Management (preferable) . International Security Certification from an internationally recognized institution (preferably either CSMP or CPP). . Membership in a recognized International Security or Risk Organization is an advantage.

Work Condition, Physical effort & Work Environment

Physical Effort Minimal. Work involves visits to Fields and outside offices. Work Environment Air Conditioned Environment. Exposed to prevailing weather conditions during Field / Outside Office visits
