Job Description

JOB PURPOSE: Develop and monitor implementation of ADNOC corporate philosophies, standards and plans on managing HSE in projects and carry out activities as Subject Matter Expert (SME) in design, review, implementation and technical support related to managing HSE in projects during all phases including Concept, FEED, EPC, Commissioning Plant Changes, Decommissioning etc..

KEY ACCOUNTABILITIES: Develop and update safety standards, instructions, and processes and formalize them into company documented practices as required. Participate & Liaise with GPE on VAP and Civil Projects as GSHE representative in Gate Contract review of projects and ensure that all applicable HSE requirements for the stage/phase of the project are captured in the review outcome. Lead GHSE review process for HSE Classification of Capital Project for Investment and coordinate SME reviews and required endorsements. Participate in project risk reviews and disseminate the outcome for implementation in ADNOC & Group Companies. Participate in safety studies/activities and provide technical input in design studies (feasibility and FEED), such as risk assessment, HAZOP, JSA, incident investigations, and HSE audits/reviews/surveys. Participate in the review designs deliverables such as Review of Process Safety Information (PSI) such as Engineering drawings, PFDs, P&IDs, SDSs etc., for new projects, upgrade of existing facilities or proposed facility modifications (Management of Change) for compliance with company safety standards and good industry practices. Identify safety concerns, formulate solutions, and develop practical and cost effective corrective recommendations for implementation. Review and monitoring of Minimum Assurance Task (MAT) for HSECES, construction activities, installation etc. Coordinate with Group Companies to ensure all HSE driven initiatives are adequately factored in the business plan for CAPEX and OPEX. Guide the Group Companies in developing and evaluating the effectiveness of safety processes within their organization in line with the ADNOC HSE Standards that are applicable to Projects (HSE Plan, HSE Philosophy, Construction HSE Plan, Construction Environmental Management Plan etc.) Lead (SME) HSE review programs to audit ADNOC Group HSE performance and identify areas for improvement in projects.

Supervision Plan, supervise and coordinate all activities in the assigned area to meet functional objectives. Train and develop the assigned staff on relevant skills to enable them to become proficient on the job and deliver the respective function objectives.

Budgets Provide input for project estimates, review project spending vs planned budgets and documents that provide information on financial performance.

Policies, Systems, Processes & Procedures Provide clarifications, technical input and support for effective implementation of ADNOC HSE standards in to the phases of the projects. Implement approved Department policies, processes and procedures in order to support execution of the Department work programs in line with Company and International standards.

Performance Management Contribute to the achievement of the approved Performance Objectives for the Department in line with the Company Performance framework. Assist in establishing ADNOC vide objectives with respect to HSE, measuring the effectiveness of safety processes and initiatives.

Innovation and Continuous Improvement Design and implement new tools and techniques to improve the quality and efficiency of Projects and operational processes. Identify improvements in internal processes against best practices and advancement in oil and gas industry to promote efficiency and enhancement in loss prevention.

Health, Safety, Environment (HSE) and Sustainability Comply with relevant HSE policies, procedures & controls and applicable legislation and sustainability guidelines in line with international standards, best practices and ADNOC Code of Practices. Possess an understanding and facilitate integration of various loss prevention systems within the HSEMS.

Reports Provide inputs to prepare Section MIS and progress reports for Company Management. Prepares safety review and risk assessment reports and provides follow-up tracking advice to ADNOC and Group Companies.

COMMUNICATIONS & WORKING RELATIONSHIPS: Internal Regular contacts with the employees and the concerned management staff of the Group Companies and their contractors. Conduct meetings for specific tasks with the representatives or Focal Points within ADNOC and Group Companies. External Occasional contact with UAE/Abu Dhabi regulators, governmental agencies and ADNOC shareholders. Occasional contact with International Organizations/Institutions for HSE regulations and standards.

QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS: Minimum Qualification Bachelor's Degree in Mechanical, Industrial, Chemical Engineering or Equivalent. Minimum Experience & Knowledge & Skills 8 years of experience in various HSE disciplines including operations safety, risk engineering, loss prevention, construction safety and projects of which 3 years should be in a similar position in the oil & gas / hydrocarbon industry managing HSE in major projects in FEED, EPC and Commissioning phases. Experience in all or at least two of the following hydrocarbon industries: Drilling, Oil & Gas Production, Gas processing, refining, petrochemicals, and heavy chemicals. Experience in Occupational Health, Industrial Hygiene and Environmental Engineering disciplines are preferable. Professional Certifications Professional safety certifications from reputed international organizations such as CSP, CMIOSH, CRSP or equivalent are preferable.
