Job Purpose

Develop and update PPA marine standards and regulations policy formation on marine and port management issues. Interface documents to reflect latest changes to legislation and international best practices.

Assess the operational risks from a marine perspective in the petroleum ports. Lead incident investigations and root cause analysis of incidents making recommendations for putting in place preventive measures to support management in decision making. Monitor and follow-up on closing out of deficiencies.

Job Specific Accountabilities (Part 1)

Marine Regulations
  • Develop PPA marine safety policies, procedures, specific operational guidelines and, standing orders and ensure they are being adhered to.
  • Plan and conduct regular reviews of existing marine procedures to ensure they are fit for purpose.
  • Lead incident investigations in accordance with the policies and procedure and verify that investigations are carried out effectively and that appropriate corrective action is agreed upon and implemented in a timely manner.
  • Ensure effective close out of all non-conformities, observations and deficiencies resulting from incident reports, HSE visits, and Occupational Health reviews.
  • Monitor, analyze, and manage to minimize loss due to miss-operation, accidents and incidents, by circulating Safety Bulletins and lessons learnt. Ensure the maintenance of complete records of incidents including investigation reports, analysis recommendations and corrective actions.
  • Supervise the maintenance, updating and cataloguing of the marine library of publications and software, including keeping emergency response centre catalogue of charts and marine publications up-to-date.
  • Ensure maintenance of records on current marine industry standards, practices and methodologies as well as regulatory requirements. Conduct regular visits/safety inspections of ports and terminals and issue reports indicating areas of concern and potential areas for improvement.
  • Respond to and act to correct Audit Observations relevant to safety issues. Conduct and coordinate internal and/or external Risk Assessment workshops on behalf of PPA.
  • Conduct reviews of HAZID reports and Risk Assessment reports issued by ADNOC Group companies or third party contractors for projects relevant to port operations and/or port limits. Issue recommendations to improve on such reports and ensure they are in keeping with PPA requirements.
  • Review and advice on all Marine project related documentation for the projects within Petroleum ports/ADNOC.
Compliance, Audits & Assurance
  • Plan and execute internal audits (ISO) and maintain ISO certification for the Function.
  • Act as Subject Matter experts for the integrated audit assurance program within ADNOC.
  • Conduct Occupational Health management audits for the Function.
  • Monitor the performance of the Function and keep management appraised of any potential areas of concern. Propose enhancements to performance management processes.

  • Implement approved Function/ Division/ Department/ Section policies, processes, systems, standards and procedures in order to support execution of the work programs in line with Company and International standards.

  • Contribute to the achievement of the approved Performance Objectives for the Function/ Division / Department/ Section in line with the Company Performance framework.
Innovation and Continuous Improvement
  • Design and implement new tools and techniques to improve the quality and efficiency of operational processes.
  • Identify improvements in internal processes against best practices in pursuit of greater efficiency in line with best industry standards in order to define intelligent solutions for issues confronting the function.
Health, Safety, Environment (HSE) and Sustainability
  • Comply with relevant HSE policies, procedures, controls, applicable legislation, and sustainability guidelines in line with international standards, best practices and ADNOC Code of Practices.
Reports
  • Provide inputs to prepare MIS and progress reports for Company Management.
Generic Accountabilities (continue)

Internal Communications & Working Relationships
  • Regular contacts with Harbor Masters, Assistant Harbour Masters and terminal operators with respect to marine safety matters related to ships and ports operations.
  • Daily contacts with other functions in the Function for implementation of marine regulations.
  • Provide technical expertise as Subject Matter Expert on all marine related matters within ADNOC.
External Communications & Working Relationships
  • Regular contacts with local regulatory bodies with respect to marine safety matters related to ships and ports, similar counterparts in ADNOC Group Companies regarding continual updating of procedures.
  • Regular contacts with external service provides for safety, risk, training, etc. related to marine operations.
  • Regular contacts with other ADNOC Directorates and Group Companies for the planning and development of Petroleum Port Master plans in conjunction with ADNOC Group expansion and development plans.
Minimum Qualification

Master Mariner Certificate (Foreign Going) Class-I from a recognized maritime institution endorsed by internationally recognized Governmental body, or equivalent Nautical Science/Marine Degree.

Minimum Experience, Knowledge & Skills
  • 12 or more years\' of experience in marine field, including:
  • 5 years on board vessels, preferably tankers in senior management capacity with a recognized shipping operator or equivalent experience.
  • 1 year experience as a Pilot in petroleum ports, or
  • 3 years\' experience with shipping operator or in petroleum terminal operations in a senior capacity, preferably in terminals similar to PPA jurisdiction ports.
