To arrange and administer the procurement and delivery of high-value supplies, services and operations associated with categories comprising aircraft cabin solutions, line/retrofit engineering products and/or aircraft maintenance.

KEY RESPONSIBILITIES

Implementation of procurement systems and procedures:

• Carries out procurement activity, as directed by senior personnel, including in conformance with flydubai\xe2\x80\x99s established and evolving policies, procedures and processes.

Pre-Qualification of Vendors:

• Identifies, using market research and other methods, and reports upon potential vendors who may be solicited by flydubai to supply different types of products, goods and services that meet the business\xe2\x80\x99s needs.

Preparation and Issuance of RFP/RFQ Documents:

• Coordinates and liaises with in-house stakeholders efficiently and collates, prepares, and issues RFP/RFQ documents to suitable vendors.
• Administers the tendering process by collating and issuing replies to enquires.

Adjudication of Submissions:

• Arranges opening of submissions and document receipt before conducting responsive checking and compliance reviews, following up missing information with competing vendors.
• Analyses submissions for commercial compliance, cost competitiveness (including initial outlay and WLCC), and prepares accurate, well-organized, and sufficiently detailed appraisal reports to facilitate informed decision-making.

Award of Contracts:

• Organizes and attends meetings with vendors to negotiate and clarify submissions, inviting representation from concerned in-house stakeholders.
• Coordinates with end user and support departments to compile and arrange ratification of contract documents/orders with the successful vendor.

Post-Contract Administration

• Monitors vendor performance against the terms of their contracts.
• Assists with evaluating change notices/change orders, and assists with making recommendations in writing for approving/rejecting the same.

MINIMUM QUALIFICATIONS / EXPERIENCE/ KNOWLEDGE / SKILLS

Minimum Qualification

• Bachelor\xe2\x80\x99s degree or diploma
• Preference is a graduate in engineering, purchasing, supply chain management or equivalent with several years structured experience gained in strategic procurement environments.

Experience

• Preferred No. of Years (with Relevant Degree) - 7
• Preferred No. of Years (without Relevant Degree) - 10
• Preference for experience in positions of responsibility in the aviation sector, or with government, utility, or other intelligent-client organizations.

Knowledge / Skills

• MCIPS or equivalent, plus working knowledge of a popular package of procurement software.
