Job Purpose
Provide leadership, direction, and guidance to the Plant and to its Operators throughout the operation, maintenance, and testing of the Barakah Nuclear Power Plants (BNPP) to achieve and maintain a high level of safety and reliability in accordance with all operating procedure & policies, regulatory requirements, and nuclear, industrial, and environmental protection standards.
Activity:
Plant and Local Operation
Responsibilities and Accountabilities:
  • Oversee all operations of each nuclear power plant including the shutdown of the reactor/turbine if required, in order to ensure safe, reliable, and efficient plant operation.
  • Maintain control of key safety functions while the unit is in a shutdown/outage condition, in order to ensure zero challenges to shutdown core cooling.
  • Oversee all activities that affect core reactivity, to ensure that the highest standard of nuclear safety and conservatism is maintained.
  • Oversee and manage plant systems in all modes of operation to ensure compliance with procedural standards.
  • Execute Plant Emergency Director responsibilities with the authority to direct mitigating actions during accident events.
  • Oversee the unit activities to ensure compliance with technical specifications, regulatory requirements, and approved procedures.
  • Coordinate daily and weekly activities with the Head of Operations Support to address any potential issues or risks applicable to work performed.
  • Coordinate with other units at BNPP with respect to switchyard operations and major plant wide events to ensure common understanding of operations.
  • Evaluate plant equipment availability in accordance with Maintenance Rule practices to ensure that Operability Determinations are completed as directed by plant procedures.
  • Verify management is promptly notified of conditions affecting the safe, reliable, and efficient operations of the unit, to ensure that incidents involving plant personnel or equipment are properly investigated, root causes identified, and corrective actions assigned and implemented.
  • Oversee inspection of plant equipment and areas to ensure housekeeping and radiological practices are followed.
  • Manage the delegation of administrative tasks assigned to the Main Control Room staff to ensure that the crew are not distracted and can safely monitor plant parameters.
  • Specify to the operating shift, short term information/administrative instructions by shift orders or directives.
  • Verify that appropriate level of risk assessments are performed for routine and emergent plant activities to ensure thorough risk management.
  • Direct work management priority for scheduled maintenance, testing activities, and ensuring staff is prepared to achieve schedule adherence.

Personnel Development and Coaching
Responsibilities and Accountabilities:
  • Implement management expectations to reinforce a culture of safety and operational excellence.
  • Provide mentoring and coaching to improve crew performance including the reinforcement of Operator Fundamentals for all operating shifts.
  • Review shift crew compositions and take appropriate compensatory measures to ensure a proper balance of skills and experience across the shift crews.
  • Monitor and instruct operators performing rounds to identify areas for improvement and to reinforce good watch-standing practices.
  • Monitor crew teamwork, operating practices, and diagnostic skills to reinforce good performance, and identify and correct weak areas.

Training and Qualification
Responsibilities and Accountabilities:
  • Comply with identified Initial and Requalification (Requal) training to obtain and maintain the required knowledge level, skills, and proficiency of a Federal Authority for Nuclear Regulation (FANR) Certified Senior Reactor Operator.
  • Verify the operator training programs provide the necessary skills to ensure operators are capable of safely, reliably, and efficiently performing assigned tasks.
  • Provide continuous improvement training feedback on program effectiveness for all Operations Training programs to enable improvement in training programs.
  • Establish performance standards, goals, and objectives for training and communicate these expectations with the department personnel.
  • Coordinate with the Training Department to establish and maintain course content and structure through the Curriculum Review Committee (CRC) process.

Outage and Emergency Response Organization (ERO) Support
Responsibilities and Accountabilities:
  • Support outage and/or the ERO, as assigned, to ensure safe, reliable and continued operations; this may require shift work/off hours/on-call duty and support

Operational Planning
Responsibilities and Accountabilities:
  • Develop and implement the Department\'s systems, processes and procedures, identifying potential areas of improvement to ensure efficient, effective, safe and risk-free operations.
  • Monitor, control and report Operational and financial Key Performance Indicators (KPIs) related to the Department, to track performance and recommend corrective or mitigating actions.
  • Ensure that all relative reports are prepared timely, and accurately, and meet the Department\'s requirements and standards.

The incumbent is expected to perform standard activities as per attachments 4 & 5 in the procedure (relating to Health, Safety and Environment, Security and Business Continuity, People Management, Excellence and Quality Management
Minimum
  • Shall hold a FANR Senior Reactor Operator certification.

Preferred
  • Currently holds or previously held Pressurized Water Reactor (PWR) Senior Reactor Operator License / Certification from a relevant nuclear regulatory authority
  • Federal Authority for Nuclear Regulation (FANR) Senior Reactor Operator Certificate
Minimum
  • Bachelors Degree in Engineering or relevant Science.
  • 2 years of related Nuclear Power Plant Experience may be substituted for the Bachelor\'s Degree in addition to the required experience.
  • 10 years of relevant experience, out of which:
  • 2 years in a Managerial role.
  • 4 years of Nuclear Power Plant Experience, including:
i. Power operations.
ii. Refueling outage (or initial fuel load).
iii. Startup Testing.

Preferred
  • Bachelors Degree in Science or Engineering.
  • 3 years nuclear power plant experience in which the Shift Manager participated in certified operator activities at a nuclear power plant during the following periods:
  • 6 months of operation with at least 6 weeks above 20% rated thermal power.
  • Startup from subcritical to 20% rated thermal power.
  • Shutdown from above 20% rated thermal power to cold shutdown (reactor temperature < 100? C).
  • Initial plant startup preparations or post-refueling outage startup preparations.
