Senior Utilities Engineer - RTA Infrastructure - AECOM - Dubai, UAE
Position Overview
AECOM is recruiting a Senior Utilities Engineer in Dubai, UAE to support large-scale Roads and Bridges projects under RTA supervision. This role plays a critical part in overseeing wet and dry utility coordination, ensuring authority compliance, and maintaining high standards of construction supervision across complex transportation infrastructure developments in Dubai.

Key Responsibilities

• Supervise protection, diversion, relocation, and reinstatement of utilities within RTA road networks
• Ensure compliance with approved RTA utility corridor layouts, depth requirements, and reinstatement standards
• Coordinate utility works alongside live traffic management and staged construction activities
• Review and approve shop drawings, method statements, material submittals, and technical documentation
• Ensure installations align with IFC drawings, RTA specifications, and local authority regulations
• Liaise with authorities such as DEWA, Etisalat, DU, and Dubai Municipality for approvals, inspections, and shutdown coordination
• Manage interface coordination between civil, structural, roadworks, and MEP services to prevent conflicts
• Monitor contractor quality, safety compliance, and project schedule performance
• Conduct site inspections, issue NCRs and technical observations, and follow up on corrective measures
• Oversee testing and commissioning including pressure testing, flushing, energization, and final authority approvals
• Review and certify WIRs, inspection records, and testing documentation prior to acceptance
• Track long-lead materials and authority approvals to minimize project risks
• Validate as-built drawings, O and M documentation, and final handover submissions
• Support final project close-out and authority clearance procedures
• Mentor junior engineers and provide technical oversight during construction phases

Ideal Profile

• Bachelor's degree in Civil Engineering or related discipline
• Minimum 10 years of experience in utility works on major infrastructure projects
• At least 5 years of Dubai experience with RTA-related road and bridge projects
• Strong knowledge of coordination with government authorities and service providers
• UAE Society of Engineers membership preferred
• Previous RTA approval experience considered an advantage
• Thorough understanding of HSE standards for live utility and trenching activities
