Position Overview
Senior Utilities Engineer role in Dubai responsible for managing utilities design coordination, authority approvals, and NOC processes for major infrastructure projects delivered by Parsons Corporation across the UAE.

Key Responsibilities

• Prepare utilities drawings, layouts, and cross sections in line with project requirements
• Use Autodesk Civil 3D and Bentley OpenRoads Utilities for utilities design and coordination
• Ensure compliance with UAE authorities standards, regulations, and requirements
• Monitor progress of drawings and documentation for NOC submissions
• Coordinate with internal and external clients and liaise with government offices and service authorities for technical matters
• Track utilities NOCs and ensure approvals are obtained within agreed timelines
• Liaise with relevant authorities, agencies, and client teams to secure all required approvals
• Attend coordination and design meetings and provide technical input during NOC processes
• Coordinate and collect technical information from authorities, consultants, and contractors
• Prepare weekly and monthly technical and progress reports for management and clients
• Follow up on outstanding tasks arising from project meetings
• Provide technical guidance to CAD designers, drafters, and junior engineers
• Support other engineering activities as required and perform additional duties as assigned
• Supervise junior staff when assigned and provide performance input
• Maintain proper documentation, records, and reporting of utilities activities

Ideal Profile

• Bachelor's degree in Engineering is preferred
• Minimum 7 years of relevant experience in utilities engineering and NOC coordination
• Strong experience in dealing with Dubai and Northern Emirates authorities and NOC systems
• Solid knowledge of existing infrastructure networks within Dubai
• Experience with pipelines, connection chambers, pumping stations, and non-disruptive road crossings
• Ability to handle emergency works and coordinate with the public and multiple authorities

Skills Set

• Strong knowledge of local authority regulations, standards, and approval procedures
• Excellent verbal and written communication skills
• Proficiency in CAD software, Primavera P3, MS Office, and related engineering tools
• Ability to advise clients on systems, materials, and sustainable engineering solutions
• Strong coordination, planning, and reporting skills
