Senior Utilities Engineer role in Dubai supporting Parsons Corporation on infrastructure projects through utilities design coordination, authority approvals, and NOC management, ensuring compliance with UAE standards and timely project delivery.

Key Responsibilities

• Produce utilities drawings and cross sections in accordance with project and authority requirements
• Use Autodesk Civil 3D and Bentley OpenRoads Utilities for utilities design and coordination
• Ensure compliance with local authorities' standards, regulations, and requirements
• Monitor progress of drawings and documentation for NOC submissions
• Coordinate with internal and external clients and liaise with UAE government offices and service authorities for technical queries
• Track utilities NOCs and ensure approvals are completed within agreed timelines
• Liaise with agencies, authorities, and client teams to obtain all necessary approvals
• Attend coordination meetings and support the design team during the NOC process
• Participate in design meetings and recommend improvements where required
• Coordinate and collect information from authorities, consultants, and contractors for technical queries
• Prepare weekly and monthly reports, design drawings, and technical updates for management and clients
• Attend project meetings and follow up on outstanding actions
• Develop or supervise engineering deliverables including calculations, drawings, reports, and technical analyses
• Provide technical guidance to CAD designers, drafters, and junior engineers
• Support other engineering activities and perform additional duties as assigned

Ideal Profile

• Bachelor's degree in Engineering is preferred
• Minimum 7 years of relevant experience in utilities engineering and NOC roles, preferably within infrastructure projects
• Proven experience dealing with Dubai and Northern Emirates authorities and their NOC systems
• Strong knowledge of existing infrastructure networks in Dubai
• Experience with pipelines, connection chambers, pumping stations, and non-disruptive road crossings
• Ability to manage emergency works and coordinate with the public and multiple authorities

Skills Set

• Strong understanding of local authority regulations, standards, and approval processes
• Excellent verbal and written communication skills
• Proficiency in CAD software, Primavera P3, MS Office, and related engineering tools
• Ability to advise clients on systems, materials, products, and sustainable solutions
• Strong planning, coordination, and reporting skills
