The QS & Commercial Manager is responsible for the cost management, commercial administration, and contract compliance of DEWA and street lighting projects. This role combines technical QS duties with strategic commercial management to ensure profitability, contractual compliance, and efficient project delivery.
Prepare quantity take-offs, BOQs, and cost estimates from DEWA/municipality-approved drawings and specifications.
Develop tender submissions, pricing, and budget control for DEWA and street lighting works.
Prepare subcontractor inquiries, quotations, and cost comparisons.
Certify subcontractor payments based on verified site progress.
Prepare interim payment applications and final accounts for submission to DEWA/consultants.
Track variations, change orders, and claims; prepare documentation for approvals.
Maintain detailed cost/value reconciliation reports and project financial trackers.
2. Commercial Management Duties
Manage overall project budgets, forecasts, and financial strategies to ensure profitability.
Review, interpret, and administer contract terms with clients, consultants, and subcontractors.
Ensure compliance with DEWA regulations, municipality requirements, and FIDIC/UAE construction laws.
Lead negotiations for contracts, claims, and variations to safeguard company interests.
Conduct commercial risk assessments and propose mitigation strategies.
Liaise with client representatives and stakeholders on all contractual and financial matters.
Support management in strategic decision-making and reporting on project commercial performance.
Provide guidance to site teams and coordinate with Project Managers for smooth project execution.
Qualifications & Skills
Bachelor's Degree in Quantity Surveying, Civil/Electrical Engineering, or related field (Chartered QS / RICS preferred).
7-12 years' experience
in QS and commercial roles, with strong exposure to DEWA electrical and street lighting projects.
Solid knowledge of DEWA/municipality standards, specifications, and approval processes.
Expertise in contract management, FIDIC, and UAE construction law.
Strong negotiation, leadership, and financial management skills.
Proficiency in MS Excel, QS software, and project management tools.
Ability to manage multicultural teams and handle client communications effectively.
