Overview

**This position will be physically located in Kuwait in support of LOGCAP**

+ Responsible to provide a robust Quality Assurance Plan (QAP) that anticipates & resolves potential quality problems & provides continuous oversight necessary to perform throughout the AOR. Oversee all quality-related functions, including Combating Trafficking in Persons (CTIPs) Program and host nation Labor Law requirements, Embedded- & Program-level Quality Surveillance/Audit, Customer Feedback Program, 5S & Area Beautification Program, Lean Six Sigma (LSS) Principles, Document Control, & Professional Development. Responsible for developing and implementing Quality Control (QC) Plan using statistical random analysis techniques to identify defects, non-conformance, detect adverse quality trends and coordinate corrective actions. Develop histograms, Pareto charts and other metrics identifying cause and effect relationships to isolate root problems. Develop sampling plans, inspection checklists, investigate, and document customer complaints. Review and interpret technical specifications, requirements and various documents to insure correct technical solutions are viable, effective and insure performance meets the established tolerance criteria. This position also coordinates activities with various intermediate managers throughout the program. Oversee the development of all Corrective Action Plans and is the lead interface to USG Quality Professionals.

Responsibilities

This position description is subject to change at any time as needed to meet the requirements of the program or company.

+ Provides expert knowledge and experience in running a comprehensive Quality Management system for the program.

+ Possess the technical ability to develop executive Corrective Action Plan in response to third party nonconformance reports (NCR).

+ Coordinates the correction of minor problems with the functional area managers and acts as liaison with the Government Contract Officer Representatives (CORs) and Quality Assurance Representatives (QARs).

+ Evaluate how overall work center performance is meeting Performance Work Statement (PWS) requirements.

+ Implements ISO 9001:2008 Standards.; 6. Identify processes and procedures required to execute the project in compliance with project specifications, standards and safety and security requirements.

+ Coordinate with technical sections to establish work inspection plans, identifying essential inspection points to verify quality, performance, and progress of work at site.

+ Inspect work center security, safety, and training programs throughout sites and work centers.

+ Perform work center inspections including training records for adequacy insuring 100% task coverage and technicians are making satisfactory job qualification progress, within prescribed timelines.

+ Review Work-center Plans, Standard Operating Procedures (SOP), Internal Operating Procedures (IOP) and Work Instructions (WI), to ensure they provide proper operational information and direction for performing all tasks.

+ Inspect adequacy of window security, fencing, protective distribution systems, and lighting and intrusion systems.

+ Prepare QA Audit plans, ensure corrective actions are identified where any non-conformities or process deviations are identified, and follow up these to conclusion.

+ Direct corrective actions for all discrepancies and monitor compliance.

+ Evaluate and resolve customer complaints and take actions to preclude reoccurrence.

+ Schedule VOC to insure contract performance meets or exceeds requirements.

+ Coordinate with the technical sections to assist in developing KPIs to measure the PWS of the various sections.

+ Perform other duties as assigned.

Qualifications

+ Minimum Qualifications: One year related experience may be substituted for one year of education, if degree is required.

+ Bachelor's degree in Business Administration, Computer Science, Engineering, or closely related field is required.

+ ISO 9001:2008 Lead Auditor and Six Sigma Green Belt certification is required. Six Sigma Black Belt certification strongly desired.

+ Must have ability to acquire and maintain a Common Access Card.

+ Must have valid US Passport, valid US driver's license, and able to obtain host nation Driver's License.

+ Proof of COVID-19 Vaccination:

+ To be qualified for this position you must comply with USCENTCOM MOD 16 that requires proof that you are fully vaccinated for COVID-19, as defined by the CDC or host country requirements. As of now, to be fully vaccinated for COVID-19 you must have received either two doses of Pfizer BioNTech Vaccine, two doses of AstraZeneca/Oxford Vaccine, two doses of Moderna Vaccine, or one dose of Johnson & Johnson Vaccine, and two weeks must have elapsed after the final dose was administered. This definition may change in accordance with CDC guidelines. Compliance with this government requirement is an essential function of the position and is a condition of employment.

+ Experience:

+ A minimum of seven (7) years Quality experience required with at least four (4) years of leadership/management experience.

+ Three (3) years of experience in US government contracting environment highly desirable. Successful candidate must also show evidence of knowledge and experience in Six Sigma methodologies, and continuous improvement projects.

+ Three (3) years minimum experience while supporting the DoD outside CONUS, with 1 year minimum of Quality experience while working internationally.

+ Candidate must also be able to work under pressure and manage multiple assignments simultaneously.

+ Skills:

+ Strong organizational skills. Computer proficiency in Microsoft Office Excel, PowerPoint, Outlook, Word, Office Tools.

+ Ability to work with very diverse workforce.

+ Excellent communicator both in writing and verbally.

+ Expertise in writing SOP'S, Plans, Work Instructions, processes and Project Orders a plus.

+ Proven skills in Analytical/Problem Solving.

+ Strong planning and organizational skills.

+ Interpersonal skills to represent the PMO during audits and inspections, to participate in various meetings and to present data/metrics to program leadership and technicians as required.

+ Strong attention to detail is required.

+ Supervisory Responsibilities:

+ Provides leadership, mentoring and supervision of Quality System Supervisors/Auditors and Training personnel.

+ Working Conditions:

+ Must be capable of working in an extreme weather conditions with temperatures exceeding 120 degrees Fahrenheit.

+ Indoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, dry, duty, desert environment with average temperatures of 30 degrees in the winter and 130 degrees in the summer months).

+ Includes some industrial production environment conditions as well.

+ Physical Requirements:

+ Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

+ Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents.

+ Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.

+ Must comply with all Fire and Safety Regulations and post policies.
