Key Responsibilities

• Lead and manage the full proposal lifecycle from kickoff through submission and handover to delivery teams
• Own proposal strategy, compliance, quality, schedule, and commercial coordination to deliver competitive and fully compliant submissions
• Analyze RFQ and RFP documents to identify requirements, risks, gaps, and clarification needs
• Develop compliance matrices, annotated outlines, and detailed proposal schedules covering all proposal stages
• Plan and facilitate proposal kickoff meetings, aligning stakeholders on scope, responsibilities, and timelines
• Guide and review proposal writers to ensure content clarity, compliance, and alignment with win strategies
• Establish proposal templates, writing standards, and visual identity in coordination with graphics teams
• Collaborate closely with capture managers and business development leads throughout proposal development
• Lead development of non-technical proposal sections including management plans, project descriptions, team structures, and CVs
• Coordinate with contracts, legal, finance, and commercial teams to ensure contractual and pricing requirements are addressed
• Act as the primary point of contact for internal and external stakeholders on proposal requirements
• Review draft and final submissions to ensure accuracy, responsiveness, and strong selling impact
• Plan and manage Pink Team and Red Team reviews, ensuring feedback is resolved prior to submission
• Identify proposal risks and implement mitigation measures proactively
• Manage proposal resources, schedules, and budgets, ensuring effective utilization and delivery under tight deadlines
• Lead preparation of client presentations and interview materials, including PowerPoint decks and supporting content
• Coach presenters and lead interview rehearsals to ensure confident and aligned client engagements

Ideal Profile

• Bachelor's degree in Engineering or a related technical discipline, with a Master's degree preferred
• Minimum 15 years of professional experience, including extensive experience in proposal and RFP management
• Strong background in the Architecture, Engineering, and Construction industry
• Proven experience delivering large, complex proposals for major infrastructure and program management projects
• Demonstrated experience in the Middle East market, with broader regional or international exposure an advantage
• Strong commercial awareness including pricing strategy coordination and risk management
• Excellent written and verbal English communication skills
• High attention to detail with a strong focus on quality, compliance, and accuracy
• Proven leadership ability with experience mentoring and managing high-performing proposal teams
• Ability to work effectively in fast-paced, high-pressure environments with multiple concurrent deadlines
