Job Description

: The position is responsible to provide complete technical support on all aspects of project management, from conception to hand-over and ensure that assigned projects are completed to the required safety, quality, schedule and cost.
Principal Accountabilities:A. Coordinates the work of two project engineers and assists in all their duties
B. Contribute to the development of scope of work, project execution strategies, schedule and budgetary cost estimates to ensure that the project is properly planned and meets Company requirements and overall execution plans.
C. Coordinate and assist in tender process from preparation of the ITT, Prequalification, Technical Bid Clarifications, Evaluation of Contractors bids, submit recommendation for award up to selection of the Contractors / Vendors in accordance with overall project commercial strategies and processes.
D. Report on project status and progress to Projects Manager and highlight areas of concern and proposed mitigations.
E. Perform Contract Administration duties to ensure Consultants and Contractors are effectively and efficiently administered.
F. Plan, Coordinate, Supervise and control the activities of the assigned contractors and personnel engaged in the execution of the project activities throughout all phases of the project during engineering, procurement, fabrication, transportation, construction, hook-up/ installation and hand over of facilities to the Company in accordance to company\xe2\x80\x99s safety and technical standards and procedures.
G. Review and approve along with the PMC, all project programs, specifications, drawings etc. prepared by contractors. Ensuring timely review of key documents / drawings by other departments in ZADCO.
H. Contribute in the planning, definition, preparation, review and approval of procurement and services requirements including scope of work and RFQ preparation, bidders prequalification, technical and commercial evaluation and award recommendation. Follow up / track timely delivery of project materials / equipment to construction site.
I. Arrange Contractor coordination meetings at regular intervals to monitor project progress, areas of concern and to discuss and resolve outstanding issues.
J. Manage changes to the project scope and Monitor implementation of Change Requests, Technical Queries, Non-Conformances and Concession Requests.
K. Monitor project progress, cost reports, review and endorse contractor\xe2\x80\x99s progress and invoices for payment in liaison with PMC and Project Controls section. Review and verify PMC submitted time sheets and invoices and coordinate preparation of required approvals.
L. Participate in key ZADCO reviews and meetings as required.
M. Leading and participating in value engineering workshops for optimizing scope and design.
N. Issue progress and information reports as required by the contract. Receive and distribute to Project Manager and other project team members all relevant communications with adequate guidance where action by others is required.
O. Coordinate and act as a focal point of contact for ZRTCEP assigned project area with in Zirku to ensure interfaces are properly monitored to avoid delays to the project. Propose and implement remedial actions if necessary. Manage interfaces between Contractors and other ZADCO departments and with external agencies and OPCO\xe2\x80\x99s.
P. Monitor along with the PMC the reliability, and integrity of the contractor\xe2\x80\x99s construction equipment, plant equipment and marine spreads to ensure safety in the work environment and to ensure the contractor\xe2\x80\x99s performance is maintained.
Q. Lead along with the PMC, carry out regular visits to the contractor\xe2\x80\x99s fabrication yards and to the Brown field facilities on offshore Island to follow-up progress of fabrication, installation and tie-in works and ensure compliance with industry codes and practices.
R. Ensure compliance with close-out procedures, including submission of project as-built documentation, material reconciliation and close-out reports
S. Co-ordinate issue of Provisional Acceptance Certificate & Final Acceptance Certificate.
T. Ensure Company HSE requirements are effectively implemented at each stage of the project and meet HSE performance targets. Participates in the PHSER / HAZOP Risk Assessment exercises during the construction phase.
U. Implement Project QA / QC plans and approved ITP.
V. Ensures Lessons Learned during project phases are properly recorded, analyzed and corrective measure are timely implemented for current and future projects by systematic sharing process.
W. Plan and participate in the ongoing training and development of assigned UAE national employees. Includes assessing employees training and development needs, directing the preparation of structured development / familiarization programs, monitoring and reporting on progress and counseling employees as required.
