Senior Procurement Engineer (Estimation) - Head Office, Dubai

Job Duties & Responsibilities

Prepare, review, and finalize

Bill of Quantities (BOQs)

and cost estimates for infrastructure and high-budget building projects. Conduct detailed

estimation activities

for tendering and ongoing projects within the procurement function. Analyze project drawings, specifications, and scope to ensure accurate material and service requirements. Coordinate with vendors and suppliers to obtain competitive quotations and ensure timely procurement. Evaluate and negotiate

supplier/subcontractor bids

to achieve cost efficiency and quality compliance. Develop

material cost databases

and update market rate benchmarks regularly. Prepare

cash flow projections

and assist in budget planning for projects. Work closely with the planning department to align procurement timelines with project schedules. Conduct

value engineering

to identify cost-saving opportunities without compromising on quality. Ensure compliance with company procurement policies, contract requirements, and relevant standards. Maintain accurate procurement and estimation records for auditing and reporting purposes. Liaise with

project managers, site engineers, and finance teams

to ensure smooth procurement operations.

Desired Candidate Profile

Education:

B.Tech / B.E. in Civil Engineering (Mandatory).

Experience:

10-15 years of GCC experience in procurement and estimation for infrastructure (marine, roads, bridges, tunnels, metro, rail, etc.) and large-scale building projects. Proven track record of working in a

construction company's procurement department

handling high-value projects. Strong

BOQ analysis, cost estimation, and negotiation skills

. In-depth knowledge of market trends, sourcing strategies, and supplier management. Excellent communication and cross-functional coordination skills. Proficiency in

MS Excel, ERP systems, and estimation software

. Ability to work under pressure and meet tight deadlines.
