JOB OVERVIEW:

to manage and execute the procurement process of construction materials, services, and subcontract packages for civil and MEP works. The Senior Procurement Engineer ensures technical compliance, commercial competitiveness, and timely delivery aligned with project specifications, schedules, and quality standards.

JOB RESPONSIBILITIES

1. Procurement Planning & Coordination

-Review and analyze material requisitions, BOQs, and drawings from engineering and project teams.

-Develop procurement schedules in coordination with planning teams, ensuring alignment with project timelines.

-Prioritize long-lead items and critical materials to avoid delays.

2. Vendor Management & Technical Evaluation

-Source, evaluate, and prequalify vendors and subcontractors based on technical capability, past performance, and quality.

-Conduct technical evaluations of supplier quotations in coordination with Engineering and QA/QC teams.

-Prepare comparison sheets (technical & commercial) and submit recommendations for management approval.

3. Tendering, RFQs, and Negotiation

-Prepare and issue RFQs for material and service packages.

-Review supplier responses and lead commercial and contractual negotiations.

-Ensure the best value is achieved in terms of price, delivery, payment terms, and warranty conditions.

4. PO Preparation & Order Management

-Raise purchase orders through the ERP system (e.g., SAP B1, Oracle).

-Coordinate with suppliers to confirm orders, delivery schedules, and logistics requirements.

-Ensure timely issuance of LPOs and monitor vendor performance.

5. Material Submittals & Compliance

- Ensure all procured items meet technical specifications, project standards, and authority (e.g., DCD, Estidama) requirements.

- Coordinate material submittal approvals with consultants and clients where required.

6. Site & Logistics Coordination

- Follow up with suppliers and logistics teams to ensure on-time delivery to site.

- Resolve delivery delays, quality issues, and vendor non-compliance in coordination with site teams.

7. Docuemntation & Reporting

-Maintain procurement logs, vendor registers, technical evaluations, and procurement status report.

- Support cost control by analyzing procurement trends and identifying cost-saving opportunities.

- And any other tasks or duties assigned by the Line Manager or Management.

SKILLS AND KNOWLEDGE:

Education/Qualifications

- Bachelor`s Degree in Civil Engineering, Mechanical Engineering, or Contruction Management.

Certifications:

- Post Graduate diploma or certification in Procurement, Supply Chain, or Contracts is preferred.

Experience:

- 7-10 years of procurement experience in the construction industry, including at least 5 years in the UAE.

- Hands-on experience procuring civil,MEP, and finishing materials.

Skills:

- Solid understanding of construction materials, project specifications, and engineering drawings.

- Skilled in price analysis, cost benchmarking, and vendor management.

- Fluent in English (required); Arabic, Hindi, or Urdu is a plus.

- Strong negotiation and communication skills.

- Detail-oriented with excellent documentation practices.

- Ability to multitask under pressure and meet strict deadlines.

Software:

- Proficient in ERP systems
