Project Engineering Manager (Eng) / Senior Principal Project Engineer BASIC FUNCTIONS Responsible and accountable for management and financial and technical success of all phases of the Engineering portion of a small to medium size project, or part of a large project. Responsible for ensuring the Engineering portion of the project is administered and executed to the satisfaction of the Customer, meets the contract's scope, schedule and quality requirements, meets KPI requirements, and the work is performed within budget, in accordance with the highest ethical and Safety Standards and compliant with MDR policies and procedures. Collaborate with Engineering Discipline Leads and Engineering Managers to achieve lowest cost technical solutions. Use discipline and project management expertise to identify and solve a range of project problems/issues between functional groups. Manage project personnel to achieve project objectives.

TASKS & RESPONSIBILITIES Manage, plan, organize, coordinate and control small to medium Engineering projects or the Engineering portion of larger projects in accordance with established policies, procedures, systems and requirements. Plan, direct and lead the Engineering efforts and formulate the most cost-effective plan to timely completion within budget and manage the execution of that plan in accordance with MDR Global / Area guidelines and Project Management Level 2 & 3 procedures and the Operating Model Policy. Act as Engineering's point of contact in communications and meetings with Customer project team, third party agencies and subcontractors; for the Engineering portion of the project. Responsible for organizing the Engineering Project Team and liaising with Project Controls, Procurement, Estimating, and Engineering Managers to fortify all required positions with appropriate and competent persons to undertake the Engineering portion of the project. When portions of the work involve work-sharing, responsible for ensuring Engineering teams in the other locations are similarly fortified. Communicate the as-awarded scope of work to the Engineering project team's lead personnel. The scope of work includes Scope of Services and Scope of Facilities. Communicate key contractual requirements to the Engineering project team's lead personnel. These include clauses related to change orders, approval authorities, warranties, pricing and payment basis. Responsible for the development, approval and implementation of the Engineering Project Execution Plan (PEP), and Engineering's portion of Project Set-Up and Project Close-out. Determine in consultation with Functional Engineering Manager and Project Team whether any part of the Engineering work scope needs to be subcontracted or workshare due to limitations of in house capabilities or capacity constraints and modify Project Plan accordingly. Ensure changes in execution plans are communicated to the project team's lead personnel and incorporated into project forecasts. Direct the management of these subcontracts. Review and approve work-sharing Interface Plan & Scope Split Matrix. Ensure all scopes of work are addressed, handover points are understood and agreed, and that there are no scope gaps or overlaps between the work-sharing offices and any subcontractors. Implement requirements from Constructability Reviews and ensure these are addressed in the project execution plan and schedule. Develop and proactively implement mitigation plans as necessary to address potential project risks and potential improvements to project profit. Conduct Engineering Project Readiness reviews (as required) Persuade, communicate, and reinforce Engineering project goals with internal and external customers. Negotiate changes to project work scope, contract price and schedule with Customers and subcontractors. Identify, track and manage all changes in the Engineering Scope of Work, schedule and execution methodology on the project, and ensure that all changes are promptly captured through the Desk Top Change Management System (DTCMS). Communicate changes to the scope and contract to the project team as the project progresses. Liaise and ensure effective coordination with overall Project Director/Manager, Project Construction Managers, Project Procurement Manager, Project HSE Advisor, Project Quality Manager, Project Controls Manager, Discipline Managers, Subcontractors, Production Engineers, Operations Engineers and Completions Managers. Ensure effective management of the interfaces between Engineering and the respective groups from Procurement, Fabrication, Marine, and the Customer. Ensure clear and open communication within Engineering team and between Engineering team and functional groups. Document substantive communications (communications that result in significant decisions or assignment of actions) and ensure the project team has also documented substantive communications. Responsible for management of Engineering or the Engineering portion of Bid Proposals (n conjunction with Proposals group, Functional groups, Estimating, Legal and Business Development departments. As part of Proposal Team, lead Engineering bid technical and commercial clarification meetings and negotiations with the Customer to bring about successful award of the project. Provide input into development of technical solutions driving the lowest cost project scope for Prospective Work. Prepare and approve Engineering Project Management budgets and execution plans for proposals and projects. Update as required. Identify project staff needs based on knowledge of individual skill sets and provide requests to the Engineering Manager. Review and approve technical queries to obtain missing information, clarify work scope, and to maintain preferred McDermott procedures, specifications, standards, practices, and operational requirements. Participate in development of Integrated Project Plans and all subsequent updates as part of the workshop process. Ensure the Engineering activities on the project plan are met and progressed accurately. Attend Weekly Progress Meetings (internal as well as with Customer) and conduct periodic review meetings with Lead engineering personnel as necessary to identify and address engineering-related project issues. Lead work-sharing team meetings, convening meetings as necessary. Review and approve Engineering's Project: Expenditures, Budgets, Estimates, Cost Reports, Financial forecasts, Schedules, and Project-specific procedures. Report to the overall Project Director/Manager on all activities and concerns, technical, budgetary and manpower related. Facilitate timely problem resolution with Engineering team members, and between Engineering and other team members. Take an active role in any problem or opportunity events where Engineering participation can contribute significant benefit toward meeting project objectives. Foster an environment of positive team morale and collaboration within the project team. Manage Customer relationship by building lasting trust through commitment and open communication. Monitor, Analyze and Forecast Engineering performance, and take timely corrective action to avoid negative consequences to the project. Participate in HAZAN, HAZID, HAZOP and other safety/ operability/ reliability studies and workshops, as necessary. Participate in 3D model reviews, as necessary. Participate in Constructability reviews, as necessary, ensuring appropriate Engineering team member representation. Travel as necessary to attend Customer and project meetings and to facilitate the resolution of Engineering interface issues, including traveling to other Engineering offices, Fabrication Yard and Offshore. Present issues and problems to Customers in a timely manner and assist overall Project Director/Manager in negotiating resolution in accordance with project and company requirements. Identify communication / expectation / project execution gaps between MOR and Customer. Develop and execute solutions to close identified gaps. Ensure that Technical Quality Audit reviews identified in the Engineering Project Execution Plan are performed in accordance with MOR Global Procedures and corrective actions from these reviews are implemented. Ensure that lessons learned on previous projects are considered by the Engineering Project Team and that lessons learned on the project are entered into MDR's Lessons Learned system progressively as they are identified. Provide leadership, mentoring and guidance to Project Engineers. Manage daily activities of Engineering project personnel including technical and administrative support. Incorporate approved Lessons Learned into MOR Level 2 & 3 engineering project management procedures, as applicable. Assist Department Manager in identifying project engineering management needs including development of personnel and technical capabilities. Provide input to Engineering Manager on performance appraisals for project team members. Assist local Management in interviewing job applicants. EXPERIENCE / QUALIFICATIONS Bachelor's degree in an Engineering discipline Preferably Registered Professional Engineer or member of professional engineering society Over twenty of applicable industry experience of including over five years of engineering discipline experience in oil and gas with major contractor or consultant in an office predominately performing detail design of offshore facilities, Over five years of Offshore Engineering Project Management experience GENERAL PROFILE General multi-discipline knowledge of design techniques, analysis methods, and resulting deliverables; and general knowledge of the theory, content and application of statutory codes and guidelines as applicable for offshore. Knowledgeable in project execution and managerial skills. Project interdiscipline coordination experience in Engineering portions of EPCI projects, including understanding of key contractual requirements such as warranties, liabilities, etc. Should have good communication skills and experience in coordinating a multi cultural engineering team. Shall have demonstrated the ability to coordinate with multi-discipline Engineering teams, Procurement, Fabrication, Marine, Quality, and the Customer, assign and supervise individual work assignments, and effectively manage scope, budgets, and schedule for engineering activities. Considering the complexities of managing a large multi-discipline team, the PEM should have experience as a Deputy PEM.
