Responsibilities & Qualifications

RESPONSIBILITIES Perform as SME in cost modeling, risk identification and mitigation techniques, profit analysis, price, and competitive business analyses through proposal price development for the firm. Work closely with proposal teams to guide the greater proposal team to provide accurate and competitive cost estimates with appropriately scaled BOE for seamless integration with our price submission on a wide range of proposals across a large portfolio of business. Collaborate with the proposal team and senior leadership to ensure that proposal costing, and customer deliverables comply with all federal government regulations (FAR, CAS), RFP requirements, and internal policies and procedures. Drive collaboration in developing and accessing pricing targets, estimating, risk mitigation, and business strategies, review and analyze key opportunities, and assess and suggest proposal strategies to achieve pricing and business objectives, compliance with requirements, and preferred and refined bid strategy. Support the development and integration of emerging business model strategies Independently assess DRFP/RFP documentation, identifying the appropriate cost/price strategies and associated tactical approaches. Collaborate with estimators to assemble labor and/or material costs, projecting the impact of pricing changes on revenue/profit, including multiple-outcome business case analysis. Assess and recommend strategies in the context of contract vehicles, teaming and subcontract agreements, reseller agreements, licensing of products, and proposals to government and commercial clients, monitor pricing performance for competitiveness and business performance, and resolve or escalate problems that may impact competitiveness, performance, or execution. Reviews technical analyses and audit reports to assist in the evaluation of price/cost reasonableness. In addition, supports price negotiations held with the supplier. Uses industry techniques and practices to establish fair and reasonable pricing positions and negotiation ranges. REQUIRED QUALIFICATIONS 8+ years of experience pricing in the federal government environment Experience with pricing contract types Is a self-starter and works with minimal direction and/or oversight Provide oversight and guidance for all functional input and reviews Lead the effort to produce the final cost/price deliverables. Knowledge of Federal Acquisition Regulation (FAR) Knowledge of developing product pricing models and financial analyses, including value tradeoffs, licensing, cashflow, profitability, and risk assessment Ability to counsel proposal teams on price strategy based on historical data Must be proficient with math, finance principles and desktop applications (ie - MS Office Suite, especially MS Word & MS Excel including use of formulas, lookups, pivot tables and Macros). Bachelor's degree preferred Additional Qualifications: Experience developing or delivering price strategy presentations or analyses and training to executives and key decision-makers Knowledge of system integration and the use of information technology and advanced intelligence systems and tools Ability to support a fast-paced, high-volume, and diverse workload Excellent verbal and written communication skills Possession of excellent analytical, organizational, and critical thinking skills Bachelor's degree in Business Administration, Accounting, Finance, or Contracts preferred Willingness to work evening, weekend, and holidays depending on the stage of the proposal.
