Senior Nuclear Fuel Fabrication Specalist

Job Purpose
Support the activities related to nuclear fuel fabrication procurement, including development of tender documents, evaluation of bidders, negotiations and final recommendation and award of contracts. Support existing fuel contract production and delivery schedules, contract notices, and invoice processing. Support the activities related to the strategic development of fabrication feasibility studies to ensure security of supply to Barakah Nuclear Power Plant (BNPP).
Activity:Policies and Procedures
Responsibility:
  • Supports, maintains and communicates Nuclear Fuel Procurement Policies, Procedures and Processes in order to ensure alignment with Nuclear Fuel Management Division and generally across ENEC Organization including Finance, Legal, Procurement and Supply Chain, etc.

Nuclear Fuel Fabrication
Responsibility:
  • Participates in the development and technical evaluation of nuclear fuel fabrication tender documents, evaluation of the bidders, negotiations and final recommendation and award of the contracts.
  • Supports the development and maintenance of a sustainable fuel fabrication technical program including the establishment of effective supplier communications and quality oversight such that highest technical quality of fuel is provided for Barakah.
  • Supports the Alternative Fuel Fabricator (AFF) implementation process providing technical and commercial expertise in order to ensure the most cost effective alternate fuel for Barakah.
  • Participates in the development of Fuel Fabrication Feasibility (FFF) and strategic fabrication studies for the purpose of security of supply of fuel assemblies to Barakah, including the assessment of the technical capabilities of all suppliers and sources.
  • Oversee the implementation of FFF long term planning and business development for a potential UAE facility and the associated domestic supply chain for components, while providing knowledge transfer to the fuel fabrication group members.

Capacity Building
Responsibility:
  • Supports the development and implementation of a continuous nuclear fuel fabrication training and mentoring program in order to ensure knowledge transfer and sustained capability to procure and manage nuclear fuel fabrication supply contracts in the future.

Stakeholder Engagement
Responsibility:
  • Supports the communication of both internal and external stakeholders in order to build and nurture mutually beneficial working relationships.

HSE, Security & Continuity of Operation
Responsibility:

  • Follow all relevant Security policies, processes, procedures and instructions to ensure security compliance in all aspects of work, by applying them on self, others and Corporate assets.
  • Ensure compliance with corporate requirements for adherence to policies, procedures and instructions related to Crisis Management and Business Continuity in order to continue mission-critical activities.

Experience
Minimum
  • Minimum 5 years relevant experience in nuclear fuel fabrication and/or contract administration at a nuclear utility or selling nuclear fuel related products and services as a nuclear fuel supplier
  • Experience in dealing with nuclear and other regulatory agencies regarding nuclear fuel contract management
  • Negotiating experience in 4 or more years in the nuclear fuel procurement or supply
  • Experience in performing financial analysis, business process analysis, economic forecasting and modeling
  • Nuclear fuel contract management experience

Preferred
Minimum 5 years in supervisory role experience in nuclear fuel fabrication and/or contract administration at a nuclear utility or selling nuclear fuel related products and services as a nuclear fuel supplier
