The Senior NOC Engineer role in Dubai is responsible for managing and coordinating all No Objection Certificate processes for large-scale infrastructure and utility projects. This position ensures timely approvals from UAE authorities, resolves utility conflicts, and supports smooth project delivery through close collaboration with design, supervision, and construction teams.

Key Responsibilities

• Manage and coordinate NOC applications with authorities and utility agencies including RTA, DM, DEWA, Etisalat, DU, Civil Defense, and others
• Review NOC drawings, applications, and supporting documentation for accuracy and completeness prior to submission
• Track and follow up on all NOC submissions, maintaining detailed registers of approvals, comments, and outstanding actions
• Coordinate with design consultants, contractors, and internal teams to resolve design and site execution conflicts
• Ensure timely clearance and approvals for infrastructure works including stormwater, utilities, and road corridor activities
• Attend authority coordination meetings and represent AECOM in stakeholder discussions
• Review utility layouts, diversion proposals, and as-built drawings to ensure compliance with authority standards
• Support supervision teams to verify site works align with approved NOCs and permit conditions
• Maintain up-to-date knowledge of authority procedures, online portals, and GIS systems used for NOC processing
• Prepare weekly and monthly NOC status reports highlighting risks, delays, and mitigation actions
• Support resolution of utility-related technical and coordination issues on site
• Maintain strong working relationships with authority representatives to ensure effective communication

Ideal Profile

• Minimum 3 years of post-graduate experience in NOC management and utility coordination
• At least 5 years of UAE project experience, particularly within Dubai
• Proven experience dealing with RTA, DM, DEWA, Etisalat, DU, and other UAE authorities
• Strong understanding of utility networks including stormwater, sewerage, water, power, telecom, and irrigation
• Experience on large-scale infrastructure or microtunneling projects is an advantage
• Strong communication, coordination, and stakeholder management skills
• Detail-oriented with strong follow-up and reporting capabilities
