:

Procurement Manager will be responsible for leading and developing all procurement activities for the Program related Health, Safety and Wellness. Procurement Manager will develop and implement procurement policy and standard operating procedures and provide technical guidance on contractual and procurement matters to the program team. The aim is to drive robust and consistent controls to embed best practice procurement across the program

Responsibilities

• Performs tasks and manages the tasks of others involved in the formation and administration of purchase orders on behalf client. Primary commodities will include materials typical to a large infrastructure project.
• Communicates with suppliers and personnel within the client team to establish clear definition of requirements, and to assure performance to purchase order terms and conditions.
• Oversees and prepares bidder pre-qualifications, bidder lists, negotiation plans, bid solicitations, bid analysis, award recommendations and commitments, including aspects of purchase order administration.
• Lead the procurement team to execute sourcing strategy to achieve sustainable cost reduction & service improvements whilst ensuring a dependable supply of materials
• Lead the management of vendor relationships and implement corrective action to ensure dependable supply where necessary in addition to continually improving cost, quality, and services performance
• Develop the program's long term and short-term category spend plans
• Manage the Sourcing Process, including specification generation, tendering and negotiation strategies, tender preparation and evaluation, supplier selection and contracting.
• Ensure that supplier performance meets or exceeds the contractual performance levels
• Conduct due diligence and risk assessment of procurement/supplier activities to identify points of vulnerability and devise remedial plans
• Ensure contracting excellence and manage risk effectively.
• Ensure that all procurement activity is compliant with internal and external requirements and procedures, including regional and KSA requirements.
• Provide subject matter expertise on all procurement matters across the program
• Manage performance and outputs from your team using clearly defined targets with a focus of financial performance, quality, and collaboration
• Manage relationships with suppliers and drive performance targets/agreements
• Embed best practice procurement across the Program

Qualifications, Experience

• Engineering Degree (or related field) and typically 15+ years of related work experience is required.
• Procurement experience with a major engineering and construction firm or industrial supplier, excellent written and oral communication skills, and demonstrated proficiency in utilizing DMCS is preferred
• Proven experience in a complex procurement environment within a major capital program
• Experience in leading and managing procurement teams
• Proven experience of providing leadership, commercial and strategic direction aligned with business objectives
• Experience, skill, or training in the function of supervising workload distribution and execution of the work, as well as personnel interviewing, selection, performance evaluation, career counseling when delegated, training.
