Senior HR Operations Manager (Arabic Speaking)
Location: Dubai, UAE
Salary: AED 28,000 - 30,000 per month

Position Overview
We are seeking a highly experienced and dynamic Senior HR Operations Manager to oversee and optimize our entire HR operational function. The ideal candidate will be a strategic leader with a deep understanding of UAE labor law and a proven track record of implementing efficient HR systems and processes. Fluency in Arabic and English is essential for this role, as is a minimum of 10-15 years of progressive HR experience within the UAE.
This individual will be the cornerstone of our HR department, ensuring seamless service delivery, compliance, and an exceptional employee experience across the organization.
Key Responsibilities
Strategic HR Leadership & Operations:

  • Develop, implement, and refine HR policies, procedures, and systems to ensure efficiency, scalability, and compliance with UAE labor laws.
  • Lead the HR Operations team, setting clear objectives, managing performance, and fostering a culture of continuous improvement.
  • Analyze HR metrics and data to provide strategic insights to senior management for informed decision-making.
  • Manage the HR budget and ensure cost-effective delivery of HR services.
HR Systems & Process Management:
  • Oversee the end-to-end employee lifecycle processes, including onboarding, probation, transfers, promotions, and separations.
  • Serve as the super-user for the HR Information System (HRIS), ensuring data integrity, leveraging its full capabilities, and driving automation.
  • Streamline and document all HR operational workflows to maximize efficiency and accuracy.
Compensation, Benefits & Payroll:
  • Manage and oversee the monthly payroll process in coordination with Finance, ensuring 100% accuracy and timeliness.
  • Administer the company's benefits programs (medical insurance, leave management, etc.), acting as the primary liaison with providers.
  • Conduct benchmarking exercises to ensure the company's compensation and benefits structure remains competitive.
Compliance & Employee Relations:
  • Ensure full compliance with all federal and local employment laws and regulations (MOHRE, immigration, etc.).
  • Act as a primary point of contact for complex employee relations issues, providing expert counsel and ensuring fair and consistent resolution.
  • Manage all government relations and PRO activities related to employment visas, work permits, and labor contracts.
Team Management & Development:
  • Lead, mentor, and develop a team of HR professionals, fostering a high-performance culture.
  • Allocate resources effectively and manage the team's workload to meet organizational demands.
Qualifications & Experience
  • Language: Must be a fluent Arabic and English speaker.
  • Education: Bachelor's degree in Human Resources, Business Administration, or a related field. A Master's degree or HR certification (e.g., CIPD, SHRM) is highly preferred.
  • Experience: 10-15 years of progressive experience in Human Resources, with a significant portion focused on HR Operations, within the UAE.
  • UAE Knowledge: In-depth, proven knowledge of UAE Labor Law, immigration processes, and MOHRE regulations is non-negotiable.
  • Technical Skills: High proficiency in HRIS systems and advanced skills in MS Office, particularly Excel.
  • Leadership: Demonstrated experience in leading and developing an HR team.
