Job Description

Organizational Setting The Subregional Office is responsible for developing, promoting, overseeing, and implementing agreed strategies and projects for transforming food, agriculture, and rural development. It also develops and maintains relations with subregional wide institutions. The Subregional Office is a subsidiary of FAO Regional Office for the Near East and North Africa region (RNE). The post is located in the FAO Subregional Office for the Gulf Cooperation Council States and Yemen (SNG) in Abu Dhabi, United Arab Emirates. Reporting Lines The Senior Fishery and Aquaculture Officer reports to the Subregional Coordinator of SNG in Abu Dhabi, United Arab Emirates with functional guidance of FAO Fisheries and Aquaculture Division (NFI) in Rome, Italy to ensure corporate technical coherence and quality. Technical Focus Leads FAO's Center of Excellence for Fisheries and Aquaculture for RNE. She/he will develop and coordinate a programme of work in the technical area in the region and will lead and implement programme of work on Blue Transformation in the countries of the subregion, SNG. These include resource mobilization, policy development, engagement with national and regional partners and field activities. Key Results Leadership and technical policy expertise for the planning, development and implementation of Regional Programmes of work, projects, products, services in accordance with regional objectives and FAO Strategic Objectives. Key Functions . Plans, manages, or leads highly specialized or multidisciplinary teams, leads, coordinates, and/or participates in Regional committees, project teams, and working groups, and/or provides technical leadership/secretariat services on technical networks and/or international technical policy and standard setting bodies; . Analyses global and country specific requirements and relevant technical issues to provide critical input into the FAO Strategic Objectives, Programme of Work, work plans and the supporting budgets and/or resourcing strategies; . Implements and monitors programmes of work involving the development of the approach, evidence based strategies, and related tools, methodologies and the supporting system/database, monitoring and reporting frameworks; . Conducts, designs and oversees research and analysis activities to support the development of technical standards, international instruments, innovation, technical reports, publications and/or on-going programme development as well as the provision of technical and/or policy advisory services; . Provides technical and policy advice to Member Nations and technical support to Decentralized Offices in the development and implementation of their programmes; . Leads and/or collaborates in, provides technical backstopping to and ensures the quality/effectiveness of capacity development and knowledge sharing activities within member countries such as policy support, organizational development and individual learning events including preparation of related information, learning, on-line tools; . Represents the Organization at international meetings and conferences, identifies and implements strategic partnerships, advocates best practices and increased policy dialogue and develops and negotiates effective working relationships/consensus and agreements with international and national stakeholders; . Leads and/or participates in resource mobilization activities in accordance with the FAO Corporate Strategy. Specific Functions . Leads a Centre of Excellence in Fisheries and Aquaculture for RNE. . Secures extra-budgetary funds to support the programme of work of the Centre of Excellence in fisheries and aquaculture. . Develops and coordinates programme of work on marine and inland fisheries and aquaculture for SNG, and contributes to the implementation of the Blue Transformation Roadmap at regional level, including the development of knowledge products. . Facilitates and contributes to RNE's cross-cutting initiatives on Sustainable Development Goals, Climate Change, Biodiversity, Food Security and Nutrition from a fisheries and aquaculture perspective. . Provides technical advice to the implementation projects at regional and country levels. . Provides operational and strategic coordination between NFI and RNE.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING Minimum Requirements . Advanced university degree in biology, economics, policy development and/or management of fisheries and/or aquaculture and/or aquatic sciences or related discipline. . Ten years of relevant experience in fish biology, assessment and management, aquaculture development, fisheries economics or trade, safety and quality of fisheries products, or management of data and information in fisheries and aquaculture. . Working knowledge (proficient - level C) of English and limited knowledge (intermediate - level B) of another FAO official language (Arabic, French, Chinese, Russian or Spanish). Competencies . Work experience in more than one location or area of work, particularly in field positions. . Demonstrated results-based management capabilities with an ability to manage programmes, budgets and human resources efficiently under shifting priorities. . Depth of knowledge of current global issues, trends, constraints, and research needs related to the management and conservation of aquatic resources and ecosystems in the Near East and North Africa region. . Ability to mobilize resources. . Extent and relevance of experience in organizing international meetings, seminars and training courses. . Working knowledge (proficient - level C) of Arabic is considered an asset.
