JOB TITLE: SENIOR CONTRACT ENGINEER

KEY RESPONSIBILITIES:
  • Reporting to the Commercial Manager, the Senior Contract Engineer will manage all sub-contract activities related to all of Well Engineering operations in the support of all activities.
  • The Senior Contract Engineer will need to work on their own initiative dealing directly with all key business stakeholders, to execute the required subcontracts in line with Petrofac\'s best practice.
  • Senior Contract Engineer will be required to develop subcontract templates based on the Petrofac subcontract conditions of contract for use where requested specific subcontracts.
  • Develop and manage commercial and subcontracts plan/strategy for various projects, ensuring that is it delivered, and any tendering activity is carried out in accordance with Company policies and procedures and projects requirements.
  • Preparation of Invitation to Tender (ITT) packages, including instructions to bidders, proposal form, subcontract agreement, terms and conditions, special terms and conditions, index and commercial exhibits as appropriate
  • Receive and review all other parts of the bid package to ensure continuity and completeness, including liaison with sponsor departments
  • Issue subcontract ITT package to approved tenderers, manage the clarification process (including close out of contractual and commercial qualifications) expedite responses, prepare a formal commercial evaluation of bids and recommendation to award.
  • Prepare and issue to the selected contractor\'s approved contracts and contract amendments.
  • Maintain and log all subcontract change authorizations and amendments.
  • Where appropriate liaise with Group Contracts for legal, tax insurance and compliance to obtain their input into subcontracts.
  • Work with the Business Services lines to negotiate subcontract terms with suppliers in line with Petrofac Best Practice and prepare justification for any significant exceptions for senior management approval.
  • Ensure any agreed sub contractual position is approved in line with the Delegation of Authority Matrix.
  • Ensure that where appropriate the sub-contract terms drafted to ensure full back-to-back coverage.
  • Prepare subcontract approval paperwork (subcontract RRC, GRRC and Tender Board paperwork) in support of ITT\xe2\x80\x99s and awards.
  • Gain a full understanding of company procedures and processes and follow these principles in all aspects of the role.
  • Ensure strict confidentiality of all allocated subcontracts and ITT processes.
  • Support Project Managers in presenting the Company\xe2\x80\x99s position to suppliers and advise managers on their contractual rights and obligations.
  • Development of standard ITT and subcontract templates for differing categories of activities.
  • Lead in the resolution of contractual claims and disputes.
ESSENTIAL QUALIFICATIONS AND SKILLS:
  • Degree qualified in relevant discipline.
  • Knowledge and experience of head and sub-contract terms related to wells, drilling, well management, platform operations and maintenance, OPEX and CAPEX engineering & construction, logistics, etc.
  • Broad understanding of Well Construction activities including Drilling, Completions, Well Testing, and Well Services activities.
  • Prior experience of a similar role in wells organization.
  • Experience in drafting Supply Chain subcontracts for all tiers of suppliers in differing commercial and contractual arrangements.
  • Considerable oil and gas experience especially in drilling and wells in tendering, awarding, managing and negotiating subcontracts.
