About the role We are currently recruiting for Senior Manpower Planning Officer for Ground Services in Doha. The role is responsible for facilitating effective manpower planning of Ground Services across the network while taking into consideration station(s) local regulations and compliance requirements, and ensuring that operational and services standards are consistently met. Key accountabilities include:
  • Formulating plans for meeting the Ground Services manpower requirements and ensuring proper utilization of an existing manpower to meet organizational objectives.
  • Performing an industrial study to provide effective manpower analysis for Qatar airways airports office based on the developed and approved standards, considering the financial impact of manpower on the divisional operating costs.
  • Providing data-driven workforce planning analysis and forecasts for Doha hub operations and Outstations.
  • Collecting and analyzing relevant data based on the BOP or changes in schedule or other associated factors as well as the recommendation on work workforce for the respective stations considering the local labor laws, HR guidelines, QR standards policies and other constraints.
  • Effectively communicate with and understand the objectives of the internal customers and GS Management to ensure manpower requirements are fulfilled.
  • Working with the business finance for data mining and formatting of the manpower proposals and cost justifications to get required headcount approvals on time.
  • Coordinating and working closely with Regional Manager Network Stations, Regional ASMs, ASMs, Business Finance, Local/Regional HR team to ensure agreed headcount is delivered to the operational teams.
  • Overall preparation of the Org Chart as per agreed headcount/Budget and process necessary approvals to obtain Management/C-levels approval to hire required manpower.
  • Assisting Manpower Planning Manager to establish QR GS Network Manpower standard process document and business for respective stations.
  • Creating presentations/business cases for higher management and executive management when required.
  • Adjust manpower requirements to meet operational environment in response to the on-going change in demand, working hours regulations, schedule changes, timings beyond BOP at respective stations.
  • Presenting to Senior Management when required, the result and methodology that determine the staffing levels of certain special projects as assigned by Management.

Qualifications About you The successful candidate will have the following qualifications and skills:
  • High School Qualification / Vocational Qualification /Diploma or Equivalent/ Bachelors Degree.
  • Essential to have a minimum 5 years of relevant experience.
  • Experience in Airport Operations, or similar organization with operations based on workforce planning and analysis.
  • Preferred to have a knowledge in international labor regulations will be an advantage.
  • Financial & Budgeting experience in large scale airline or similar organization.
  • Strength in mathematics, statistics, Manpower Planning or Industrial Engineering skills would be significant advantage.
  • Advance knowledge in Microsoft Office, Excel, PowerPoint etc.
  • Must be self-starter, capable of independent work.
  • Interpersonal and relationship building skills.
  • Time management and conflicting priority setting skills.
  • Excellent verbal and written presentation skills.
  • Must be flexible to work requirements, including working frequently for extended hours.
  • Self-motivated and highly organized.
