Job Description

Manage the sourcing, acquisition or development, deployment and maintenance of IT applications for SCAD\'s core and supporting functions; manage IT services and support for IT users; ensure that applications achieve requirements for availability and capacity.
  • Contribute to the development of the IT strategy.
  • Implement the IT strategy: develop and implement Application and User Support plans, KPIs and objectives.
  • Monitor and report on the achievement of Application and User Support plans, KPIs and objectives.
  • Achieve personal KPIs aligned to strategic KPIs.
  • Represent the Section to Director, other sections, offices and to external parties.
  • Communicate clearly SCAD\'s mission, vision and goals, role in Abu Dhabi\'s statistical ecosystem and Application and User Support\'s mission, vision and goals, ensuring that subordinates, colleagues and other parties understand them and their respective roles in helping to achieve them.
  • Agree objectives and KPIs with subordinates; assign tasks, initiatives and targets, delegating where appropriate while retaining accountability for results.
  • Ensure that subordinates have the requisite knowledge, skills and other competencies required to complete tasks and achieve objectives.
  • Provide technical direction, advice, guidance and support for subordinates where necessary, engaging in communication and consultation to ensure that proposals, risks, issues and requirements are clarified.
  • Evaluate subordinate performance.
  • Ensure that subordinates have the opportunities, resources and time required to develop themselves professionally and provide active support for employee development.
  • Lead cross-functional project teams where required, including those involving contractors, consultants and ADGEs or other Government entities.
  • Comply with Delegation of Authority (DOA), applicable legal and regulatory requirements, Finance policies and procedures and Procurement and Contracts policies and procedures.
  • Propose draft Section budget; provide justifications for proposed budget amounts; propose individual project budgets.
  • Monitor Section spending.
