Safety Officer (HSE Officer)
Job Title: Safety Officer / HSE Officer
Department: Health, Safety & Environment (HSE)
Reports To: HSE Manager / Project Manager
Summary:
The Safety Officer is responsible for promoting and ensuring a safe work environment by developing, implementing, and monitoring health, safety, and environmental programs. This role focuses on hazard identification, risk mitigation, regulatory compliance, and fostering a strong safety culture to prevent accidents, injuries, and environmental incidents.
Key Responsibilities:

  • HSE Program Implementation:
  • Implement the Project HSE Plan and ensure compliance with company policies and local/international regulations (OSHA, etc.).
  • Conduct daily toolbox talks, safety inductions for new workers, and specialized safety training sessions.
  • Site Monitoring & Inspection:
  • Perform daily site walks, safety inspections, and job hazard analyses (JHAs).
  • Monitor high-risk activities (working at height, hot work, lifting, confined space entry) through permit-to-work systems.
  • Inspect firefighting equipment, first-aid facilities, personal protective equipment (PPE), and machinery for safety compliance.
  • Incident Management:
  • Investigate all incidents, accidents, near-misses, and unsafe conditions to determine root cause.
  • Prepare detailed incident reports and ensure timely corrective actions are taken to prevent recurrence.
  • Maintain the incident register and report statistics to management.
  • Emergency Preparedness:
  • Develop and implement emergency response plans (fire, evacuation, rescue).
  • Organize and lead emergency drills and ensure all personnel are aware of emergency procedures.
  • Reporting & Documentation:
  • Maintain HSE records, including inspection reports, training logs, permit-to-work forms, and equipment inspections.
  • Prepare weekly and monthly HSE performance reports for project management.
  • Promotion & Culture:
  • Promote safety awareness through campaigns, posters, and incentives.
  • Lead or participate in HSE committee meetings.
  • Advise and coach site staff and workers on safe work practices.
Qualifications & Skills:
  • Education: Diploma or Bachelor's degree in Engineering, Occupational Health & Safety, or a related scientific field.
  • Certification: Recognized HSE certification (e.g., NEBOSH IGC, IOSH Managing Safely, OSHA) is mandatory. First Aid & CPR certification is required.
  • Experience: Minimum 3-5 years of practical HSE experience in a high-risk industry (construction, oil & gas, heavy manufacturing).
  • Technical Skills: In-depth knowledge of HSE regulations, risk assessment methodologies, and incident investigation techniques.
  • Soft Skills: Excellent observational and communication skills. Must be persuasive, proactive, and able to enforce rules diplomatically but firmly. Ability to respond calmly and effectively in emergencies.
