The Safety Officer is responsible for implementing, monitoring, and maintaining safety standards on all construction sites. The role ensures full compliance with UAE Federal Laws, OSHAD/ADQCC requirements, project-specific HSE plans, and the company's HSE Management System.
2. Key Responsibilities
A. Site Safety Monitoring
Conduct daily site inspections to identify unsafe conditions, unsafe acts, and potential hazards.
Ensure all workers follow safety rules, PPE requirements, and safe work practices.
Stop any activity that poses an immediate danger to workers or equipment.
B. Compliance & Documentation
Implement the project HSE Plan, Risk Assessments, Method Statements, and Emergency Response Plan.
Maintain records of toolbox talks, inductions, inspections, permits, incident reports, and safety audits.
Ensure adherence to OSHAD, MOHRE, Civil Defense, and client safety standards.
C. Training & Awareness
Conduct safety induction for new workers before entering the site.
Deliver daily toolbox talks and periodic safety awareness sessions.
Ensure workers are trained on site hazards, equipment handling, PPE use, and emergency procedures.
D. Incident Management
Investigate accidents, near misses, and unsafe conditions.
Prepare incident/accident investigation reports with root-cause analysis.
Recommend corrective and preventive actions (CAPA) to avoid recurrence.
E. Permits & Risk Control
Coordinate and monitor Permit-to-Work systems such as:
Hot Work
Confined Space
Working at Height
Lifting Operations
Excavation
Verify that all activities have valid Risk Assessments and Method Statements (RAMS).
F. Site Coordination
Work with engineers, supervisors, foremen, and subcontractors to ensure safe execution of the work.
Participate in internal and client safety meetings.
Report safety performance indicators to the HSE Manager.
G. Emergency Preparedness
Ensure availability and proper condition of fire extinguishers, first aid kits, and safety equipment.
Coordinate emergency drills and evacuation procedures.
Act as a first responder during emergencies.
3. Qualifications & Requirements
Diploma or Bachelor's degree in Engineering / Occupational Health & Safety or relevant field.
NEBOSH IGC (mandatory).
OSHA / IOSH certification preferred.
Minimum 3-5 years' experience as Safety Officer in civil, infrastructure, or electromechanical construction projects.
Strong knowledge of UAE HSE legal requirements and OSHAD/AD EHSMS.
Good communication skills in English; Arabic/Hindi/Urdu is an advantage.
Ability to work under pressure and enforce safety rules firmly.

Must be available for emergency response during incidents.
